L.A. Loves a Loophole

Irl F. Englehardt, president and CEO of Peabody Holding Co. Inc., was elected to a two-year term as chairman of the National Coal Association. Steven F. Leer, president and CEO of Arch Mineral Corp., was elected vice chairman. Englehardt will be the 49th industry executive to serve as chairman in NCA's 77-year history.
Gerald E. Putman was made senior v.p. of a new customer service business unit at New York State Electric & Gas Corp. The unit will be responsible for all customer service functions, from answering calls to engineering and installing new services. Putman was v.p., fuel supply and operations services.
City Gas Co. of Florida, a subsidiary of NUI Corp., named Jeffry Householder v.p., marketing. He previously was utility administrative manager for Tallahassee Utilities.
Nancy Whorton George was named v.p, government affairs, for El Paso Natural Gas Co. James R. McCotter was named v.p. and deputy general counsel. He will assume administrative responsibility for the company's legal affairs.
NRG Energy Inc., an IPP and subsidiary of Northern States Power Co., named Julie A. Jorgensen v.p. and general counsel. She replaces Thomas A. Micheletti, who was promoted to v.p., public and government affairs for NSP. James J. Bender was elected assistant general counsel and corporate secretary. Craig A. Mataczynski was elected v.p., U.S. business development, and Renee A. Jakubiak was promoted to managing director, strategic planning.
John T. Miller was named senior v.p. and g.m. at Pacific Generation Co., an IPP and subsidiary of PacifiCorp. Dennis J. Quinn was named managing director of domestic development, an expansion of his previous role as business development director.
Consumers Power Co. has reorganized to separate its electric and natural gas business units. Paul A. Elbert was elected v.p. and COO, natural gas, and David W. Joos was named executive v.p. and COO, electric. Kenneth C. Bottonari was named v.p., information technology and operations support. Paul N. Preketes was named v.p., gas operations, and John E. Manczak was named v.p., gas marketing and pricing.
Gordon L. Wright was promoted to president and CEO of NOMECO Oil & Gas Co., an exploration subsidiary of CMS Energy Corp. He replaces Richard J. Burgess, who is retiring but will continue as an advisor and vice chairman of the board.
Kingsley Fink was named g.m. of MBR Services Inc., a new subsidiary formed by FPL Group Inc. to provide contract meter reading, billing, and payment processing services to other utilities. Fink previously was FPL's director of customer billing. Andrew Dyer, previously a manager with Ernst & Young's Utilities Practice in Washington, DC, becomes MBR's manager of sales and marketing.
Consolidated Natural Gas Co. named Timothy M. Babco administrator for GridBuy, CNG's gas marketing, supply, and routing software system.
Elizabeth A. Moler, chair of the Federal Energy Regulatory Commission, named Lawrence Brenner and Jerry M. Hermele administrative law judges for the FERC. Brenner was an ALJ for the Department of Labor. Before that he was an administrative judge at the U.S. Nuclear Regulatory Commission. Hermele was an ALJ for the Social Security Administration in Pittsburgh.
