Robert S. Silberman has joined California Energy Co. Inc., the largest independent geothermal power producer in the world, as senior v.p. of project development and implementation.NUI Corp. has appointed James R. Van Horn general counsel and corporate secretary. Van Horn was previously senior v.p., general counsel, and secretary at Citizens First Bancorp. Inc.

The interim board of directors of WorldTel has elected Sam Pitroda chairman. WorldTel is a recently created organization dedicated to narrowing the global communications gap via commercial ventures in developing countries.

Virginia Power Co. has elected Larry W. Ellis senior v.p. of energy services for the utility's new Energy Services Business Unit. Thomas L. Caviness, Jr. was elected v.p. of retail energy services.

Southwestern Public Service Co. president and COO Coyt Webb will retire on September 1, after more than 31 years with the company. Senior v.p. David M. Wilks will assume Webb's position.

Robert D. Glynn, Jr., president and COO of Pacific Gas and Electric Co. has been elected to the board of directors of Pacific Gas Transmission Co.

Public Service Co. of Colorado has named Michael J. Quigley president of its new e prime energy services subsidiary. Quigley was most recently executive v.p. and member of the board of directors of Associated Natural Gas Co. in Denver.

Cathy B. Casella has been named manager of investor relations for The Coastal Corp. She was previously a research analyst for CS First Boston.

Patrick Henry Wood III has become the 11th chairman of the Texas Public Utilities Commission, succeeding Robert W. Gee. Gee will continue to serve as chairman of NARUC's Electricity Committee.
