Thomas L. Yohe of Philadelphia Suburban Water Co. was appointed to the Cleanup Standards Scientific Advisory Board. The 13-member board is a new division of Pennsylvania's Department of Environmental Protection.

NorAm Energy Corp. has formed a new unregulated retail subsidiary, NorAm Energy Management (NEM), and appointed Rollie Bohall senior v.p. and COO. David Houghtby, formerly of Minnegasco, will be NEM v.p.

Energen Corp., parent of Alagasco and Taurus Exploration, Inc., announced eight promotions and new assignments: David Woodruff, v.p.-legal and assistant secretary, is now also responsible for planning and corporate development; Don Wiseman, Alagasco v.p.-gas supply, is now senior v.p.-gas supply; Roger Putnam, Alagasco v.p.-Birmingham, is now v.p.-transportation services; André Taylor, Alagasco assistant v.p.-community affairs, is now v.p.-communications; Sidney Quick, Alagasco assistant v.p.-gas supply, is now v.p.-marketing services; Darrell Hand, Alagasco's former g.m. in Birmingham, is now assistant v.p.-Birmingham; Paula Rushing, Alagasco director-general accounting, is now company controller; and Amy Stewart, Alagasco managing attorney-rates and regulations, is now assistant v.p.-rates. Energen also elected Wallace L. Luthy, retiring president and g.m. of Mobil Natural Gas, Inc., to its board of directors.

Sharon Grace is the new communications manager of the Telecommunications Industry Association (TIA). Prior to joining TIA, she was marketing and communications manager at CDA/Spectrum, an online financial information service.

Michael A. Creel has left Enron Corp. to join NorAm Energy Corp. as v.p. and treasurer.
