William T. O'Connor, Jr. has been hired as nuclear assessment manager at Detroit Edison's Fermi 2 nuclear power plant. He comes from Toledo Edison's Davis-Besse nuclear plant, where he was regulatory affairs manager.

Daniel Bollom, WPS Resources Corp. CEO, has been promoted to chairman of the board. Larry Weyers, senior v.p.-power supply and engineering, was promoted to president and COO of both WPSR and Wisconsin Public Service Corp., one of WPSR's holdings. Frank Kicsar was promoted from assistant secretary to secretary, replacing Robert Knuth, who is retiring.

Florida Public Service Commissioner Diane K. Kiesling has been appointed chair of the National Association of Regulatory Commissioners Committee on Water. She fills the last year of an unexpired three-year term vacated by Commissioner Charles Hughes of North Carolina.

The Kansas Corporation Commission has named Maurice Korphage director, conservation division. Korphage moves up from his post as staff geologist and supervisor to replace Steve Korf, acting director.

Jeff Swoveland has been promoted to treasurer by Equitable Resources, Inc. He joined the company in 1994 from Mellon Bank. James T. Egler, president-Equitrans/ Kentucky West, was named to the new position of president, ERI Inc. Robert E. Daley, v.p. and treasurer, and Joseph A. Testa, assistant treasurer, have retired.

Niagara Mohawk Power Corp. made four senior-level appointments: William F. Edwards, v.p.-financial planning; Richard B. Abbott, v.p. and g.m.-nuclear; Richard H. Ryczek, v.p.-gas operations; and Will Garrett, assistant controller.
