Gas System Acquisitions. Alabama Gas Corp. can proceed to acquire gas distribution system of City of LaFayette, AL, and apply systemwide rates to all new customers. Order affirms capitalized income method to set fair-market value for the acquisition, rejects proposal by the Attorney General to switch to a discounted cash-flow method. Dkt. Low-income Discounts. Minnegasco can retain a rate discount pilot project for low-income residential customers, but must change certification method. The current method, tied to eligibility for federal energy assistance, is said to depress participation. Dkt. No. G-008/CI-94-675, Jan. 10, 1995 (Minn.P.S.C.).

Remote Metering. Pilot program OK'd for Duke Power Co. for new remote metering-reading ($25 per meter per month) and usage data services, to permit nonresidential customers to select billing dates and obtain usage data for energy management. Dkt. No. E-7, Sub 569, Jan. 19, 1996 (N.C.U.C.).

Dispute Resolution. Washington State sets new procedures for rate hearings, settlements, stipulations, collaborative negotiations, and dispute resolution; urges parties to "experiment." Dkt. No. A-950243, Gen. Order No. R-436, Jan 2, 1996 (Wash.U.T.C.).
