Boston Pacific Co., Inc. has added John T. Chang to the company's international power project development practice. He comes from Iroquois Gas Transmission System. Jonathan d'E. Coony was promoted to consultant and will continue work on financial evaluation of power projects in Indonesia, Pakistan, and other countries. He will also develop PC-based models to forecast spot-market prices.

Kenneth Emery has been hired as v.p. of information technology and operations services for Consumers Power Co. He was senior v.p.-systems at Variable Annuity Life Insurance Co.

Westmoreland Coal Co. has hired Robert W. De Mott as corporate acquisitions and development director. Cheryl M. Sprague also has joined the company as human resources director.

C. Ronald Tilley, chairman and CEO of the five Columbia Gas Distribution companies, has retired. The company has restructured instead of replacing his position. Robert C. Skaggs, Jr. will take over from Richard J. Gordon as president and CEO of Columbia Gas of Ohio, Inc., and Columbia Gas of Kentucky, Inc. Thomas E. Harris, Commonwealth Gas Services president, and Gary J. Robinson, president of Columbia Gas Service of Pennsylvania and Columbia Gas of Maryland, were named CEOs of their companies.

The Electric Generation Association has announced officers for 1996: Bruce L. Levy of Energy Initiatives, Inc., president; Peter Mastic of CMS Generation Co., first v.p.; Anne M. Sheffield of Duke Energy, second v.p.; P. Chrisman Iribe of U.S. Generating Co., secretary; and Joseph Bizzano of NRG Energy, Inc., treasurer.

John P. Finneran, Jr. has joined Dominion Energy, Inc. as v.p., treasurer, and CFO. He was formerly v.p. and treasurer at a Potomac Electric & Power Co. subsidiary.

North Carolina Municipal Power Agency No. 1's officers for 1996 are Jerry L. Campbell, chairman; A.W. Huffman, vice chairman; and Duke Whisenant, secretary/ chairman.

Dorf, formerly v.p.-finance, becomes v.p. and CFO; James M. Elkouri, formerly v.p.-engineering, becomes v.p.-operations and engineering; David R. Mitchell, formerly director of human resources and administration, becomes v.p.-human and corporate resources; Marc M. Mozham, formerly v.p.-marketing and regulatory affairs, becomes v.p.-market services and development; and John J. Wallbillich, formerly v.p. and general counsel, becomes v.p.-legal and environmental affairs.

David E. Ziegner has been reappointed to the Indiana Utility Regulatory Commission. His new term runs until April 1999.

Curtis L. Pree has joined the American Public Power Association as a government relations representative, responsible for building grassroots support. Pree has worked as a political consultant on Congressional and presidential campaigns, and was a candidate for District of Columbia mayor in the 1994 election.
