El Paso Energy Marketing hired Kathy Eisbrenner as senior v.p. Eisbrenner previously was with LG&E Natural Inc.

Cameron Raether, XENERGY senior consultant, was elected to the board of the Power Association of Northern California. Raether serves as chair on several boards and specializes in market evaluations for large electric and natural gas end users.

Robert G. Edwards was elected v.p. at Columbia Division of SCANA Energy Marketing Inc. Edwards joined SCANA in 1992 as a gas sales representative and has held various marketing positions.

Mark Carlson was promoted to general manager of Utility Services for NorAm Energy Corp. Carlson will be responsible for leading both NorAm Damage Prevention and NorAm Utility Services.

United Cities Gas Co. promoted several people in its finance department. Stephanie H. Castle, formerly financial analysis manager, was promoted to financial analysts senior manager. Castle's responsibilities will include property management. David C. Dillon, promoted from financial reporting assistant manager to financial reporting manager will oversee general accounting. Dillon joined United Cities in 1990. Rick D. Sweeney, Jr. was moved up to tax manager from assistant tax manager. Sweeney will manage the company's tax filings and payments. Castle and Sweeney joined United Cities in 1988.

Lauri Sandoval was hired by former Secretary of State James A. Baker III as his executive assistant. Sandoval joins the Baker and Botts law firm, having previously worked with the Interstate Natural Gas Association of America.
