The California Public Utilities Commission elected members to two boards overseeing energy efficiency and low-income programs. The board for energy efficiency programs members are: Acting Chair Sara Steck Myers, CEERT; Dave Gamson, CPUC commissioner advisor; Michael Messenger, California Energy Commission; Peter Miller, Natural Resources Defense Council; Mark Thayer, San Diego State University; Ortensia Lopez, Greenlining Institute; Charles Goldman, Lawrence Berkeley Laboratory; Michael Shame, UCAN; and Don Schultz, CPUC Office of Ratepayer Advocates. Low-income programs board members are: Acting Chair Diana Brooks, CPUC Office of Ratepayer Advocates; Geoff Meloche, CPUC consumer services division; Susan Brown, Latino Forum; Yole Whiting, SDG&E; Henry Knawls, Los Angeles County Community Action Agency; Maggie Cuadros, North Peninsula Neighborhood Services Center; and Nancy Brockway, National Community Law Center.

Steve P. Eschbach of Yankee Energy was promoted from cash management and investor relations manager to investor relations and economic development director. Eschbach joined Yankee Energy in 1990.

The New England Power Pool hired James Sinclair, former public affairs director for Vermont Yankee Nuclear Power Corp., as its governmental affairs and public information manager.

Paul L. Wattelet succeeds the retired Eugene V. Abraham as chairman at Sargent & Lundy. Wattelet also will maintain his current position as president/CEO.

UtiliCorp's Aquila Energy promoted John Shealy to gas sales and marketing president/g.m., from v.p. of corporate development at UtiliCorp.

Philip H. Reardon, president/CEO of Essex County Gas Co., was elected second vice chairman to the board at New England Gas Association.

The creation of LG&E Energy Marketing, a consolidation of LG&E Energy Corp.'s natural gas and power marketing businesses, prompted several promotions. Paul Brundage, formerly trading and risk management v.p., became trading and risk management senior v.p. James W. Kasey and Scott Noll were promoted to senior v.p. of the Eastern and Western U.S. regions, respectively. Kasey and Noll will manage combined national power and natural gas sales. John Yurkanin, a former senior v.p. of producer services, was named to the new position of marketing, senior v.p. Also at LG&E Energy Marketing, Ralph Daley became president of business development and operations from marketing and development v.p. Michael Housley was promoted to v.p. from marketing director of LG&E's power marketing division.

John P. DeBarres, former Transco Energy Co. chairman, president/CEO was elected to American Electric Power's board of directors.

International Fuel Cells and its subsidiary ONSI, have elected Robert L. Suttmiller and Eric Langshur as its presidents, respectively. Suttmiller, who replaced H. David Ramm, is responsible for the growth of IFC as a supplier of fuel cells for commercial, space and military applications.

Paul Eichenberger, former assistant director for the City of Santa Clara Electric Utility, was hired by Energy Research Corp. as marketing v.p.

Gene Martin, formerly with UtiliCorp United, was hired as president of KeySpan Energy Management Inc.

Richard B. Priory, Duke Power Co.'s president/CEO, and Richard A. Abdoo, Wisconsin Energy Corp.'s chairman/CEO, were elected to the board of the Institute of Nuclear Power Operations. Bernard J. LaScala was elected v.p. LaScala joined INPO in 1980 as a senior program manager in data operations.
