UTC, The Telecommunications Association, appointed William R. Moroney its executive director. He replaces Mike Meehan, UTC's executive director since 1988. Moroney previously served as president and CEO of the Multimedia Telecommunications Association.

LG&E Energy Corp. named Frederick James Newton III senior vice president of human resources and administration. Previously, Newton was senior vice president of human resources for Woolworth Corp.'s Champs Sports Division.

Commissioner Heather F. Hunt has resigned from the Maine Public Utilities Commission. Hunt will join the Southern Connecticut Gas Co. as group director of regulatory research and services. Hunt joined the PUC position in September 1995.

Michael J. Balinskas was named director of corporate development for The United Illuminating Co. Balinskas joined UI in 1982 as a maintenance engineer. Most recently, he held the position of director of business development.

American Water Works Co. designated Anthony P. Terracciano, former president of First Union Corp., to an expanded post as vice chairman. Also, J. James Barr, appointed acting CEO in November, was elected president and CEO.

Secretary of Energy Federico Peña announced his intent to appoint Judi Johanson, new administrator of the Bonneville Power Administration. Johanson had served as a senior policy analyst at BPA in 1992. Currently, she serves as president of business development with Avista Energy.

The seven-member South Carolina Public Service Commission recently added four new members. H. Clay Carruth was elected to fill the position of Commissioner Warren Arthur, who was removed by the General Assembly. Carruth is a former PSC attorney who works as a Senate attorney. Sitting commissioners Guy Butler, Rudolph Mitchell and Cecil Bowers recently announced their retirements. They were replaced by Mignon Clyburn, Randy Mitchell, son of retiring commissioner Rudolph Mitchell, and Robert Moseley.

Illinova Energy Partners named David W. Butts as president. Most recently, Butts served as senior vice president of Illinois Power Co. Previously, Butts helped found and served as the first president of Illinova Generating Co.

Robert Hoffman has accepted the new position of vice president of business development at New Energy Ventures. Previously, Hoffman was New Energy Venture's vice president of energy supply.

Detroit Edison named three assistant vice presidents. Thomas A. Hughes, associate general counsel and manager, was named assistant vice president, manager and associate general counsel. Paul Fessler, Fermi 2 plant manager, was named assistant vice president nuclear operations and William T. O'Connor, nuclear assessment manager, was named assistant vice president nuclear assessment.

William L. Johnson, chairman, president and CEO of SEMCO Energy Inc. was appointed to the board of Central Michigan University.
