ALLYSON K. DUNCAN joined the Kilpatrick Stockton firm as counsel after having served as a commissioner on the North Carolina Utilities Commission since 1991. Prior to her appointment to the commission, Duncan served as a judge on the North Carolina Court of Appeals.

Two commissioners at the Wisconsin Public Service Commission resigned. Cheryl L. Parrino, chairwoman, resigned after 22 years with the PSC. She recently was appointed CEO of Universal Service Administrative Co. Daniel J. Eastman resigned to rejoin the private sector. Eastman served as a commissioner at the PSC since 1995. Eastman is forming a new venture capital company in Milwaukee. Gov. Tommy Thompson named John Farrow, chairman of the Mechanical Engineering Department at the Milwaukee School of Engineering, to replace him.

Jerry J. Langdon, former commissioner with the Federal Energy Regulatory Commission, joined Energy Transfer Group as a principal. Most recently, Langdon served as president of Republic Gas Corp. and president and CEO of Mid-Louisiana Gas Co.

The board of governors of the California Power Exchange Corp. accepted the resignation of PX CEO Dennis W. Loughridge and announced the appointment of current PX COO George Sladoje as his successor. Loughridge has accepted a senior position with an international oil company. The board also appointed Daniel Yee to chief information officer. Currently, Yee serves as Pacific Gas and Electric Co.'s manager for computers and telecommunication services.
