PERRY BAKER was appointed public information officer for the Arizona Corporation Commission. Baker is a former public information officer for both the city of Phoenix and Maricopa County.
The American Public Power Association named Walter R. McGrath president at its annual conference. McGrath, general manager of the Baintree Electric Light Department, served as APPA's president-elect during the past year and as vice president from 1996 to 1997.
William Irby was named director of the communications division at the Virginia State Corporation Commission. He succeeds Edward C. Addison, who is retiring. Irby joined the SCC in 1980 as a senior engineer in the communications division.
Michael Ambrosio joined Deloitte & Touche LLP as director of its telecommunications group. Previously, Ambrosio served as executive director of the New Jersey Board of Public Utilities.
Kim Allen, former chief executive officer of Scarborough Public Utility Commission, has been named president of DTE/Probyn Energy Solutions. Allen had worked for the Scarborough PUC since 1990.
Former state representative Lauren McDonald Jr., was sworn in by Gov. Zell Miller to sit on the Georgia Public Service Commission. McDonald was appointed by Miller to fill the unexpired term of Commissioner Mac Barber, who resigned to run for lieutenant governor.
The Virginia Power board of directors elected John A. Shaw senior vice president and chief financial officer. Shaw previously served as vice president of financial services at ARCO Chemical.
John Scadding, advisor to Richard Bilas, president of the California Public Utilities Commission, has accepted a position with Wilk and Associates in San Francisco. Scadding has served as the commission's liaison with the California's Independent System Operator and the Power Exchange.
The International District Energy Association elected Robert P. Thornton, president of Northwind Boston LLC, to a two-year term as IDEA chairman. First elected to the board in 1991, Thornton has served as vice chairman since 1996. Joining Thornton on IDEA's executive committee are: Raymond E. Dubose, vice chairman of the University of North Carolina; William P. Goodwin, secretary/treasurer of Harrisburg Steam Works; and Stephen K. Swinson, former chairman of Trigen Technology Division.
Warner L. Baxter was elected vice president and controller of Ameren Corp., parent company of Union Electric Co., and Central Illinois Public Service Co. Baxter joined the company in August 1995 as assistant controller after serving as a senior manager at Price Waterhouse.
