NATIONAL ASSOCIATION OF Regulatory Utility Commissioners (NARUC) President Jolynn Barry Butler appointed Maureen O. Helmer, chairman of the New York Public Service Commission, to serve on the NARUC Committee on Electricity. As a member of the committee, Helmer will work with other state commissioners to develop policy positions.

Steven M. Nagy joined Detroit Edison as manager, supply chain and procurement. Nagy comes to Detroit Edison from Huntsville Electronics, the electronics division of Chrysler Corp., where he served as the division's manufacturing operations manager.

Ballard Power Systems Inc. appointed Layle K. "Kip" Smith as COO. Smith comes to Ballard from Dow Chemical Co. where he was business vice president for the Specialty Chemicals Division.

FERC Chairman James J. Hoecker named Daniel L. Larcamp to his personal staff as senior counsel and policy adviser on electric power issues. Larcamp, a 13-year FERC veteran, has been assistant general counsel for electric rates and corporate regulation since 1989.

ComEd named Celia Y. David divestiture project vice president to oversee the sale of the utility's coal-fired plants. David joined ComEd three years ago as associate general counsel for corporate matters and became procurement vice president last April.

The Coastal Corp. elected Gary C. Charette as vice president/marketing of its ANR Pipeline Co. subsidiary. Before joining ANR in 1995, Charette was director, gas supply, for Wisconsin Natural Gas Co.

Amy Reece, vice president of Sempra Energy Solutions, was elected chairman of the National Energy Marketers Association. Matthew Picardi, vice president and general counsel of Plum Street, was voted in as first chair. Picardi is acting chair of Northeast electric policy for NEMA.

The Midland Cogeneration Venture L.P. named Paul L. Hamer as electric marketing manager. Hamer has seven years experience with MCV in the Independent Power Production Industry.

Richard M. Whiting, president and COO of U.S. Coal Operations, the Peabody Group, was elected chairman of the Bituminous Coal Operators Association.

Following Coral Energy L.P.'s acquisition of an interest in Open Link Financial Inc., Bruce Thompson was promoted to Coral senior vice president. Thompson is responsible for leading the company's growing financial products and services business.

DTE Coal Services named John H. Pfisterer sales director, municipals/co-operatives. Pfisterer will provide service packages and energy solutions to municipal utilities and electric co-operatives throughout the nation.

Jerry Yelverton was named president and COO of Entergy Nuclear. Yelverton had been executive vice president and COO of Entergy Operations. Filling Yelverton's vacancy is John McGaha, vice president of Entergy's River Bend Station in St. Francisville, La.

Kathryn "Kitty" W. Dindo joins FirstEnegy Corp. as a vice president. Most recently, Dindo served as vice president and controller of Caliber System Inc.
