Mary L. Schapiro, president and member of the board of the National Association of Securities Dealers Regulation Inc., or NASDR, was appointed to the Cinergy Corp. board of directors. Schapiro will fill the vacancy resulting from the retirement of Van P. Smith, chairman of Ontario Corp.

U.K. electricity regulator OFFER (Office of Electricity Regulation) appointed Brian Saunders, Ph.D., a member of the Electricity Pool, to head the Department of Trade and Industry/OFFER team to reform electricity trading. Previously, Saunders held the position of trading director at the Electricity Pool of England and Wales.

Dena Stoner is the new director of government relations for the National Rural Electric Cooperative Association. Stoner comes to NRECA from Smith Bucklin & Associates, where she had been serving in dual roles as executive director of the Society of Research Administrators and as senior director of the Consulting Service, a Smith Bucklin support service.

Charles Biscieglia was elected president and CEO of Southern Jersey Industries and a member of its board of directors. Biscieglia joined South Jersey Gas Co. in 1968 and held various managerial positions prior to his election as an officer of the utility in 1980 and his election as president in March 1998.

Washington Water Power named Edward H. Turner vice president and general manager of the company's delivery business. Turner joins Washington Water Power after 24 years at Houston Lighting & Power Co. and Houston Industries Inc., where he most recently was director of industrial sales.

Entergy named J. Wayne Leonard its CEO and Donald C. Hintz president. Leonard joined Entergy in April as president and CEO after 25 years at Cinergy Corp. and its predecessor, Public Service of Indiana. Hintz is Entergy's chief nuclear operating officer and group president, nuclear. Hintz came to Entergy in 1989 from Wisconsin Public Service Corp.

PECO Energy elected Richard G. White vice president, corporate planning. White comes to PECO after 13 years in corporate finance management for ARCO.

Columbia Energy Group Service Corp. promoted John G. Scanlon to vice president for strategic planning.

Robert L. Harris, vice president of community relations at Pacific Gas & Electric Co., was elected to the newly created position of vice president of environmental affairs.

Ameren Corp. named James J. Cook manager of electric regulatory matters, claims and security in the corporation's legal department. Cook joined Union Electric Co. (now known as AmerenUE) as an attorney.

Peabody named Jim Martin senior vice president, Peabody Energy Solutions, and Joseph C. Meek assistant treasurer, Peabody Group.

Patricia Fry Godley joined the law firm of Van Ness Feldman as a member. Godley is the former assistant secretary for fossil energy at the U.S. Department of Energy.

Houston Industries Wholesale Energy Group named J. Douglas Divine senior vice president, generation development. Previously, Divine served as vice president, Americas development and vice president, strategic planning for CalEnergy Co. Inc.

ISO New England Inc. selected Philip J. Pellegrino as its president, CEO and a member of its board following the retirement of Robert E. Charpentier. Pellegrino most recently served as senior vice president of the transmission business unit
