Mary L. Schapiro, president and member of the board of the National Association of Securities Dealers Regulation Inc., or NASDR, was appointed to the Cinergy Corp. board of directors. Schapiro will fill the vacancy resulting from the retirement of Van P. Smith, chairman of Ontario Corp.

U.K. electricity regulator OFFER (Office of Electricity Regulation) appointed Brian Saunders, Ph.D., a member of the Electricity Pool, to head the Department of Trade and Industry/OFFER team to reform electricity trading. Previously, Saunders held the position of trading director at the Electricity Pool of England and Wales.

Dena Stoner is the new director of government relations for the National Rural Electric Cooperative Association. Stoner comes to NRECA from Smith Bucklin & Associates, where she had been serving in dual roles as executive director of the Society of Research Administrators and as senior director of the Consulting Service, a Smith Bucklin support service.

Charles Biscieglia was elected president and CEO of Southern Jersey Industries and a member of its board of directors. Biscieglia joined South Jersey Gas Co. in 1968 and held various managerial positions prior to his election as an officer of the utility in 1980 and his election as president in March 1998.

Washington Water Power named Edward H. Turner vice president and general manager of the company's delivery business. Turner joins Washington Water Power after 24 years at Houston Lighting & Power Co. and Houston Industries Inc., where he most recently was director of industrial sales.
