CMS Electric & Gas Co. named Frank Johnson vice president of international electric and gas distribution. He previously was the company's vice president of energy distribution.

J. Kay Smith was appointed vice president of corporate communications and public policy at Ameren Corp. Smith was promoted from assistant to the president for AmerenCIPS and manager of government affairs for Ameren Services.

Duke Energy International appointed David Weaver executive vice president for Europe. Weaver most recently served as vice president of CMS Energy and managing director of CMS Energy Asia Pte. Ltd.

Sharon A. McIlnay was appointed to the new position of vice president and general counsel of CMS Energy Corp's Gas Transmission and Storage Co. McIlnay previously was chief counsel of Northern Americas development for CMS Energy's regional development office.

President Clinton appointed Greta Joy Dicus chair of the U.S. Nuclear Regulatory Commission. She succeeds Shirley Ann Jackson, whose term expired in June. Dicus had served as an NRC commissioner since 1996.

Joseph W. Sutton was promoted to vice chairman of Enron Corp. Previously, Sutton was chairman and chief executive officer of Enron's international business unit. Rebecca P. Mark, chairman and CEO of Azurix, was elected to Enron's board.

Citizens Power LLC named Mark T. Williams vice president of risk management. Grant F. Thain, senior vice president of risk management, assumed responsibility for heading the portfolio optimization group.

Charles W. Pryor Jr. was elected to the DTE Energy Co. board of directors. Pryor is chairman and CEO of Westinghouse Electric.
