The National Association of Regulatory Utility Commissioners appointed James Bradford Ramsay its general counsel. Ramsay's career at NARUC began in 1990. He previously served as a rates attorney with the Federal Energy Regulatory Commission.

Chris Duhon, the former president of Houston-based Additech Inc., was named vice president and general manager of GRI's pipeline business unit.

Michael R. Peevey, founder and chairman of NewEnergy Inc., resigned in January. His company previously was called New Energy Ventures.

Commonwealth Edison Co. appointed Nicholas J. Lizanich as engineering and planning vice president for transmission and distribution operations. He brings 25 years of utility experience to ComEd, having served with FirstEnergy Operating Companies and Centerior Energy.

Mark W. Stewart joined AEP Energy Services as senior vice president, energy services. He previously worked at two units of General Electric and at Fisher Controls. Steven A. Appelt was promoted to senior vice president, administration, for the subsidiary. He joined AEP Energy Services in 1998 as vice president, administration.

Michael L. Heinrich joined Automated Power Exchange Inc. as vice president for business development and implementation. He most recently was director of sales for the power systems control division of Siemens Power T&D Co.

Dr. Roger W. Gale, former director of the Office of External Affairs for the FERC and founder of the Washington International Energy Group, was elected president and chief executive officer of PHB Hagler Bailly. Gale succeeds William E. Dickenson.

Utility Shareholders Association of Nevada named Gaylyn Spriggs its membership director. Spriggs previously worked for Rayrock Mines and was an assemblywoman representing four rural Nevada counties.

T. Michael Holton was appointed president and CEO of DTE Energy Marketing Inc., a subsidiary of DTE Energy Co. Holton joined DTE Energy's principal operating subsidiary, Detroit Edison, in 1991 as manager of major accounts.

SEMCO Energy Inc. named Lila R. Bradley vice president of human resources and public affairs. Bradley, who joined the company in 1998, previously was director of human resources for SEMCO Energy Gas Co. The company also elected Dr. Jack M. Albertine to its board. Albertine is chairman and CEO of Albertine Enterprises Inc., an economic consulting and merchant banking firm in Washington, D.C.

Minnesota Power Inc. named Donald J. Shippar chief operating officer for MP Electric. Shippar most recently served as senior vice president of customer service and delivery.

Clarence "C.B." Brown was promoted to director of corporate communications at Southern California Edison. Brown spent the past four years as the utility's manager of external communications.

Silicon Valley Power named Bob Streich assistant director of distribution and operations. He joined the organization after 27 years with Pacific Gas & Electric, where he most recently was director of electric operations, maintenance and construction.

Michael R. Kansler, a 22-year veteran of nuclear power plant management, was named COO of Entergy Nuclear operations in New York state and the Northeast. Kansler has served as vice president of operations support for all five of Entergy's nuclear power units in Arkansas, Mississippi and Louisiana.

Michael W. Price was named COO of Oglethorpe Power Corp. He previously was COO of Georgia System Operations
