W. Scott Miller III has been appointed director of energy markets for the Office of Markets, Tariffs and Rates at the Federal Energy Regulatory Commission. Miller previously was director of regional transmission organization policy coordination for PG&E National Energy Group.

Commissioner Susan F. Clark of the Florida Public Service Commission in July resigned to pursue a career in private legal practice. Clark, whose term would have expired in 2003, was first appointed in 1991. She served as commission chair from 1995 to 1997.

Jim von Gremp, chairman of the Arkansas Public Service Commission since January 1999, resigned June 30 to pursue business and public service opportunities. Gremp previously served as executive director of governmental operations for Gov. Mike Huckabee, and as a state representative.

Energy Secretary Bill Richardson and Gordon Weynand, deputy director of the Office of Energy, Environment and Technology at the U.S. Agency for International Development, were recognized at the 11th Annual Energy Efficiency Forum in June for their outstanding leadership in promoting energy efficiency worldwide.

Equitable Resources has named Murry S. Gerber, president and chief executive officer, as chairman of the board. James M. Funk, a 23-year veteran of Shell Oil, was appointed president of Equitable Production.
