Commissioner Judy Walsh , of the Public Utility Commission of Texas, resigned in January. She will remain at the PUC until a successor is named by the governor and confirmed by the state senate. A 1995 appointee of former Gov. Bush, Walsh has been chosen to serve on the Bush administration's Energy Transition Advisory Team.

The Electric Power Supply Association has hired Erin Perrigo as a manager of policy. Prior to joining EPSA, Perrigo was a senior regulatory analyst at the Edison Electric Institute. EPSA also promoted Laurie Martin to director, meetings and membership. Shannon Gordon was promoted to director, finance and administration.

Lila A. Jaber in January began a new term as commissioner with the Florida Public Service Commission. Jaber was appointed last February to complete the term of outgoing commissioner Julia Johnson, and now will serve a full four-year term, ending in January 2005. In addition, E. Leon Jacobs Jr. has been appointed chairman of the PSC, succeeding J. Terry Deason .

The Energy Association of Pennsylvania has elected Kenneth G. Lawrence , president of PECO Energy, as its new chairman, and Michael E. Bray , president of PPL Utilities, as vice chairman for 2001. Richard L. Bunn will continue as the association's interim president and CEO during the search for a new president. David Epple and Dan Regan have been elected vice presidents of regulatory affairs, and David Evrard was elected the EAP's vice president and secretary.

Karen L. Connor , a partner at Earle Palmer Brown, has been appointed to the board of the National Regulatory Research Institute and serves on its marketing and strategic planning committee. While at Earle Palmer Brown, Connor launched Pennsylvania's successful pilot program on consumer choice for electric deregulation.

The board of KeySpan Corp. has elected three new members: Andrea S. Christensen , Vicki L. Fuller , and James L. Larocca . All three have served on the board of directors of Brooklyn Union Gas Co., the former name of one of KeySpan's operating subsidiaries. Christensen is a partner with the law firm of Kaye, Scholer, Fierman, Hays & Handler. Fuller is a senior vice president of Alliance Capital Management Corp. Larocca is a former energy commissioner for New York.

Duke Energy has announced several promotions. Bob Lilien has been promoted to president of Duke Ventures, which comprises all of Duke Energy's non-energy-related businesses. At Duke Energy, Sandra Meyer has been promoted to senior vice president and corporate controller; Sue Becht was promoted to senior vice president, investor relations; Cary Flynn was named senior vice president, corporate tax; Chuck Beam has been promoted to vice president, information technology operations; and Stan Land was promoted to vice president, information management. In addition, F.T. "Chip" Webster joined Duke Capital Partners as executive vice president and managing director. Webster brings 25 years of energy and corporate finance experience, most recently as partner and managing director of Arthur Andersen's Energy Corporate Finance practice.

Nicor has named Russ Strobel senior vice president, general counsel, and secretary. Prior to joining Nicor, Strobel was a partner with the Chicago law
