California ISO appointed Daniel Yee as chief information officer. Prior to this position, Yee was CIO for the California Power Exchange (CalPX). Previously, Yee was the director of computers and telecommunications at Pacific Gas and Electric.
David Freeman has been appointed by California Gov. Gray Davis to head the California Consumer Power and Conservation Financing Authority. The agency was created this spring by the state legislature to ensure reliable, affordable power for the state and can issue up to $5 billion in bonds to buy, lease, or build power plants. Freeman has also held leadership positions with the Tennessee Valley Authority, the New York Power Authority, the Lower Colorado River Authority, and the Sacramento Municipal Utility District. President Johnson appointed him to be the nation's first coordinator of energy policy in the mid-1960s. Also named to the new agency were Sunne McPeak , John Stevens , and Donald Vial . McPeak is a former Contra County supervisor, Stevens is Davis' former staff director, and Vial is a former member of the California Public Utilities Commission. The fifth member of the authority is Phil Angelides , state treasurer, as required by law.
El Paso Merchant Energy named Peter B. Smith as senior managing director. Smith comes to El Paso with over 20 years experience, most recently from HCC Insurance Holdings, where he held several positions, including CEO of its largest subsidiary. Jerry Langdon has also joined El Paso as president of El Paso Gas Texas Pipeline L.P. Langdon currently serves as a member of the Intrastate Oil and Gas Compact Commission representing the state of Texas. From 1988 to 1993, he served two terms as a commissioner on the Federal Energy Regulatory Commission.
George Gordon has been named president and CEO of Enporion, succeeding Joe Zelechoski , who served as interim CEO since the company's inception in August 2000. Gordon most recently served as president and CEO of FastParts.com, an electronic bulletin board-based trading exchange. Prior to FastParts.com, he was founder, chairman, and CEO of Datamatix, an electronic commerce trading exchange.
Intercontinental Exchange recently promoted Chuck Vice to senior vice president and CEO. Vice was previously vice president of business development. Prior to the launch of Intercontinental Exchange in March 2000, Vice was marketing director of Continental Power Exchange. William W. Lohrman has been appointed as manager-market interface for North American Electric Reliability Council (NERC). Prior to joining NERC, Lohrman was the director of project development at the unregulated business unit of Consolidated Edison Co. of New York, Inc. NERC also announced the appointment of Thomas J. Vandervort as manager, resources. Before joining NERC, Vandervort was a supervisor, energy marketing analysis for the Omaha Public Power District. And finally, Patrick M. Everly has been appointed certification manager for NERC. Currently, Everly is vice chairman of the NERC System Operator Certification Exam Committee Working Group. He comes to NERC from the PJM Interconnection, where he was scheduling coordinator and a generation dispatcher.
