Resignations: James Yancey Kerr II , a commissioner on the North Carolina Utilities Commission and immediate past president of NARUC, left the commission August 31 to join McGuireWoods. He will lead the firm’s new energy policy practice in its Raleigh and Washington, D.C., offices.
