Dennis L. Haider succeeded the retiring R.J. White as president of Prairielands Energy Marketing, Inc. Haider moved over from v.p.-operations for the Williston Basin Interstate Pipeline Co., another unit of MDU Resources Group Inc. Prairielands became a subsidiary of Williston Basin when Haider took over as president.

In a related development, Ronald G. Skarphol, a special projects manager of Montana-Dakota Utilities Co., takes White's place as v.p.-marketing and business development. Montana-Dakota is another MDU division.

Bill Daley and John Belgiovine joined Plum Street Energy Marketing, a Niagara Mohawk Power Corp. affiliate. Daley, formerly Eastern region service manager for Niagara Mohawk, will direct natural gas sales and marketing in western New York. Belgiovine, former electric sales and service supervisor at the same company, will oversee electric and gas sales/marketing in the Northeast.

The Nuclear Regulatory Commission promoted Ellis W. Merschoff to administrator of Region IV; James E. Dyer will serve as his deputy. Merschoff moves from the Region II office, while Dyer moves up from director of Region IV's reactor projects division.

WPS Resources Corp. (WPSR) promoted two executives: Pat Schrickel and Dan Bittner. Schrickel, WPSR v.p. and senior v.p.- finance/corporate services for Wisconsin Public Service Corp., becomes executive v.p. of both companies. Bittner replaces Schrickel.

Randy G. Harris, formerly g.m. of Sierra Pacific Power Co.'s transmission services, was promoted to v.p.-energy marketing.

The Gas Industry Standards Board has a new chairman: Randall Couch, v.p. of Amoco Natural Gas. Couch succeeds Mary Jane McCartney of Consolidated Edison Co., who remains a board member. Vice chairman will be Terrence Ciliske, executive v.p. of Valero Natural Gas Co.

Eric Yould was hired from his post as president of EMCON Alaska to be executive director of the Alaska Inc. Rural Electric Cooperative Association. He replaces the retiring David Hutchens.

Equitable Resources Inc. promoted Johanna G. O'Loughlin to v.p. and general counsel. She joined ERI as deputy general counsel from Fisher Scientific in early 1996.

The Electric Power Supply Association (EPSA) named Lynne H. Church its executive director. Church was hired from Grammer Kissel Robbins Skancke & Edwards, where she was a partner. Church's appointment comes after Peggy Welsh withdrew her candidacy. Welsh had been executive director of the Electric Generation Association, which merged with the National Independent Energy Producers to form the EPSA. Welsh is currently executive director of NARUC.

J. Craig Baker and Richard E. Munczinski were promoted to v.p. posts at American Electric Power. Baker moves up from v.p.-power marketing/trading from director of interconnection agreements and marketing. Munczinski, formerly regulatory services director, becomes v.p.-regulatory services.

Public Service Enterprise Group, Inc. promoted Michael J. Thomson as president/ CEO of its subsidiary Community Energy Alternatives Inc. He replaces the retiring Arthur S. Nislick.

The International Association for Energy Economics announced its 1997 officers. They include: president, Dennis J. O'Brien of Caltex Petroleum; president-elect, Charles Spierer of Universite de Geneve; immediate past president, Anthony J. Finizza of Atlantic Richfield Co.; and v.p. and secretary, Leonard L. Coburn of the U.S. Department of Energy.

R. Steve Letbetter was elected by the board of Houston Industries Inc. as president and COO.

LG&E Energy named CFO Walter Z. Berger to a new position, group president-energy marketing. The group includes LG&E Power Marketing and LG&E Natural.

The U.S. Department of Energy has appointed two public power representatives to its task force on electric reliability: Walter A. Canney, former American Public Power Association president; and Mark B. Bonsall, immediate past chairman of the Western Systems Coordinating Council. t
