
Former Sen. Alan K. Simpson (R-Wyo.) has joined the PacifiCorp board of directors. Simpson retired from the Senate earlier this year after serving three terms. Also at PacifiCorp, Dennis Steinberg, a senior v.p., was named head of global energy sales, marketing and trading. John Bohling, another senior v.p., will direct customer service, among other activities. Mike Henderson will head a new group for international business, technology and planning.
John M. Deutch has returned as a member of the CMS Energy Corp. Board of Directors. Deutch served on the board from 1986 to 1993. Deutch, professor at the Massachusetts Institute of Technology, served as the military's director of Central Intelligence and as director of the Central Intelligence Agency since 1995.
The George Public Service Commission elected Stan Wise as its chairman, replacing Dave Baker. Wise has been a commissioner for three years.
Paul Addis, formerly president of Duke/Louis Dreyfus, L.L.C. was named executive v.p. at American Electric Power. He'll lead the company's unregulated business activities. Also at AEP; Joseph G. Hamrock was appointed executive assistant to the president/CEO.
The ElectriCities board elected three officers: Franz Holscher replaces Carey Washburn as chairman; Bill Batchelor will be vice chairman; and Smith Lingerfelt will be secretary. Batchelor is executive v.p. of Tuscarora Corp. Lingerfelt, electric superintendent for the city of Shelby, was an alternate commissioner for the North Carolina Municipal Power Agency Number 1.
Mary Oughterson joined Plum Street Energy Marketing as regional sales manager. Prior to joining PSEM, Oughterson was senior marketing program manager for Niagara Mohawk Power Corp.
NARUC made three committee appointments: Commissioner H. Lynn Greer of the Tennessee Regulatory Authority joined the gas committee; Commissioner Jessie J. Knight of the California PUC joined the communications committee; and Commissioner Gerald L. Thorpe of the Maryland PSC joined the electricity committee.
Myron W. McKinney succeeds Robert L. Lamb as president/CEO of the Empire District Electric Co. McKinney joined the company in 1967 as a sales consultant.
The North Carolina Association of Electric Cooperatives promoted J. Christopher Heagarty from legislative specialist to state government relations director. Also at the Association, Nelle Hotchkiss, formerly of the Virginia, Maryland, & Delaware Association of Electric Cooperatives, was hired as government/public affairs manager.
Patricia Wilson Jagtiani replaces Paul Mohler as a technical advisers on natural gas and oil pipeline matters at FERC. Mohler, who served four years as a commissioner's adviser, will work on gas and oil litigation in the Commission's Office of the General Counsel. Jagtiani has spent six year in the Office of Pipeline Regulation. She also has served in both the advisory and litigation divisions.
The El Paso Energy Corp. board expanded its membership to eight. Peter T. Flawn, Ph.D., former president at the University of Texas at Austin, also is a director at Tenneco, Inc.
Dan L. Sanford was selected by officials of the American Gas Finance Co., L.L.C. as the company's first COO. The company was formed by gas utilities to provide financing for residential energy efficiency improvements. Sanford was deputy general counsel with the AGA.
The United Power Association named Winnie Klick v.p. of employee resources, a newly created position.
Peter Lukens of the North Wales Water Authority was elected to replace George Archibald as president of AMRA. Other appointments include: George Dieter of Baltimore Gas & Electric, v.p.; Ron Chebra of AT&T Solutions, secretary; and Jim Ariz of Consumers Gas, treasurer.
Former lease sale coordinator and team leader for Shell Offshore Inc., Kevin P. Guilbeau has been named general manager, offshore exploration and development for CNG producing Co., a subsidiary of Consolidated Natural Gas Company of Pittsburgh.
