El Paso Energy Marketing hired Kathy Eisbrenner as senior v.p. Eisbrenner previously was with LG&E Natural Inc.

Cameron Raether, XENERGY senior consultant, was elected to the board of the Power Association of Northern California. Raether serves as chair on several boards and specializes in market evaluations for large electric and natural gas end users.

Robert G. Edwards was elected v.p. at Columbia Division of SCANA Energy Marketing Inc. Edwards joined SCANA in 1992 as a gas sales representative and has held various marketing positions.

Mark Carlson was promoted to general manager of Utility Services for NorAm Energy Corp. Carlson will be responsible for leading both NorAm Damage Prevention and NorAm Utility Services.

United Cities Gas Co. promoted several people in its finance department. Stephanie H. Castle, formerly financial analysis manager, was promoted to financial analysts senior manager. Castle's responsibilities will include property management. David C. Dillon, promoted from financial reporting assistant manager to financial reporting manager will oversee general accounting. Dillon joined United Cities in 1990. Rick D. Sweeney, Jr. was moved up to tax manager from assistant tax manager. Sweeney will manage the company's tax filings and payments. Castle and Sweeney joined United Cities in 1988.

Lauri Sandoval was hired by former Secretary of State James A. Baker III as his executive assistant. Sandoval joins the Baker and Botts law firm, having previously worked with the Interstate Natural Gas Association of America.

The board at Tucson Electric Power Co. promoted Kevin P. Larson from treasurer/manager of finance to v.p. Chuck Cmeyla, of PlanGraphics, replaces Keith McDaniel, of Intergraph, as chair of AM/FM International's Strategic Planning Committee.

The Massachusetts Health and Educational Facilities Authority appointed two new members to serve on the board of MHI Inc., a subsidiary of HEFA. Susan F. Tierney, former U.S. DOE assistant secretary for policy, and Douglas Stevenson, former Central Maine Power treasurer, will participate in the MHI consortium, PowerOptions.

Lewis J. Hart, Jr. will head the new Power and Utilities Group, formed by CIBC Wood Gundy's Utilities Division and its Independent Power Unit, as managing director.

Edison Electric President Thomas R. Kuhn was elected to the National Energy Foundation's board of directors.

Christine A. Ervin resigned as the DOE's Energy Efficiency and Renewable Energy assistant secretary to take a position with the President's Council for Sustainable Development.

Avista Advantage, formerly known as WWP Energy Solutions, promoted Gerry Crooks from v.p. to president and COO. Crooks will oversee operations, including sales and service, new product development and strategic focus. Crooks joined WWP in 1979.

Raymond R. Kaskel, was hired by the Columbia Gas System as senior v.p. in charge of five Columbia businesses, including resource-supply and a marketing unit. Kaskel's previous position was president and CEO of Enron Liquid Services Corp.

Energen Corp. elected Wm. Michael Warren, Jr. as president/CEO. Warren replaces Rex J. Lysinger, who will continue as chairman until 1998.

Joan S. Freilich, Con Edison senior v.p. and CFO, was elected to the company's board of trustees. Freilich replaces the retiring Myles V. Whalen. Freilich also is a member of several boards and acts as a trustee of the Citizens Budget Commission and a director of Public Utilities Reports, Inc.

The National Society of Rate of Return Analysts has changed its name to the Society of Utility and Regulatory Financial Analysts and elected new officers. Jay W. Moore, Missouri Public Service Commission, was elected president; Randall S. Billingsley, Virginia Tech, is now v.p.; and David C. Parcell, Technical Associates Inc., will serve as secretary/treasurer.
