John T. Coughlin, former Wisconsin Public Service commissioner, was elected chair of the PJM Interconnection L.L.C.
Former U.S. Department of State Legal Adviser Conrad K. Harper was elected to the board of both Public Service Enterprise Group Inc., and Public Service Electric and Gas Co. Harper is a member of various bar associations, and is a New York Life Insurance director.
William S. Weaver was promoted to president of Puget Sound Energy, a company formed through the merger of Puget Sound Power & Light Co. and Washington Energy Co. Prior to the promotion, Weaver was Puget Power's executive v.p./CFO. Steven A. McKeon, a partner with the Perkins Coie law firm, was elected as Puget Sound and Energy v.p. and general counsel.
Chevron U.S.A. Production Co. promoted Peter J. Robertson from v.p. to president. Robertson also serves as Chevron Corp.'s v.p. and is a member of several boards, including the Gas Research Institute's.
Bruce H. Braine was hired by American Electric Power's newest subsidiary, AEP Energy Services Inc., as its analysis v.p. Braine's responsibilities include development of analyses of electric prices and other fuels. Braine joined AEP from Putnam, Hayes and Bartlett. Also at AEP, Charles Falcone, senior v.p. of system power markets, retired. Falcone will continue to work as a consultant for AEP in several areas, including industry structure and interconnection agreements.
The New England Electric System elected Michael E. Jesanis v.p. He will continue to serve as treasurer. Jesanis' responsibilities include overseeing operations in risk management and investor relations.
Robert B. Moore Jr., former executive of Sun Oil Co. and Penn Trading, was hired by the trading division of NorAm Trading & Transportation Group as its risk management senior v.p. Moore's responsibilities will include providing derivative-based business opportunities.
Expansion at ABB's Electric Systems Technology Institute prompted the promotion of Enrique O. Santacan. He was promoted from v.p./g.m. of ABB's worldwide electric metering business unit and its v.p./g.m. of U.S. electric metering and control division to v.p./director for ETI. Santacan's responsibilities include overseeing the production of the two ETI centers of operations.
Andrew G.C. Sage II and Albert J. Baciocco Jr. were elected to the board of American Superconductors Corp. Sage is the senior partner of Sage Capital Corp. Baciocco, upon retirement from the U.S. Navy in 1987, formed The Baciocco Group Inc.

Will S. Lutgen, Jr. was elected to serve as The Northwest Energy Efficiency Alliances' first executive director. Previously, Lutgen managed both the Electric League of the Pacific Northwest and the Utility Code Group.

Carl H. Nord was promoted from customer service assistant v.p. to consumer services v.p. for CTG Resources Inc. Nord joined the company in 1972 and has held positions within the company's energy and customer service divisions. KBC Energy Services, which is owned by several companies, including CTG, promoted David Healey to supply, transportation and exchange manager. Healey will be responsible for the procurement of gas supplies. Also at KBC, George Lackett was promoted to product and service development manager.
