Robert L. Digan II was hired by Semco Energy as its senior v.p. and CFO. Digan joins SEMCO from Supershuttle International.

United Cities Gas Co. has promoted Ann S. Baldwin from purchasing assistant manager to purchasing manager.

Scott B. Foster has left the International Energy Agency in Paris to join Cambridge Energy Research Associates. CERA also hired Gary Hunt, former COO at East Bay Municipal Utilities. He will serve as the company's North American electric power project director. Hunt will advise clients on responses to changes in the electric power business.

Virginia Power President and CEO James T. Rhodes has retired. Rhodes joined Virginia Power in 1971 and became president in 1989.

Carolyn W. Marsh was hired by NorAm Trading & Transportation Group as its business development senior v.p. Marsh previously was v.p. and CFO of Mosbacher Energy Co.'s Power Group.

The Power Company of America LP, hired Jo Ann Fuller as its risk control officer v.p. Fuller was risk control director at NGC Corp.

Kevin M. Stoffer, former UtiliCorp United's Energy Services Division v.p./g.m. and founder of Broad Street Oil and Gas, was appointed president of NICOR Energy LLC.

SJLP Inc., a nonregulated investment subsidiary of St. Joseph Light & Power Co., elected two new members to its board of directors (em William J. Gremp and Gerald R. Sprong. Both are members of St. Joseph's board.

David B. Dunn has joined AEP Energy Services Inc. as the company's gas trading v.p. Prior to this position, Dunn served as CNG Energy Services' natural gas v.p. AEP also hired as a v.p., former Enron Capital and Trade Resources' electricity trader Glenn Riepl. AEP named J. Craig Baker senior v.p.

The board of directors at Central and South West Corp. has promoted Thomas V. Shockley III, from executive v.p. to president and COO. Shockley joined CSW in 1970 and has held a variety of management positions.

Paul E. Ramsey was promoted from customer service division manager at Public Service of New Hampshire to customer operations v.p.

Craig M. Hammet, former project finance manager, replaces John G. Sylvia as v.p./CFO at CalEnergy. James A. Flores was promoted from project finance manager to project finance v.p. James D. Stallmeyer, in addition to serving as project manager and general counsel for the company, was promoted to v.p. for CalEnergy Asia and g.m. for the company's office in the Philippines.

Alma Stallworth, former Michigan state representative, will serve as the community outreach liason for Detroit Edison to help inform consumers about industry restructuring.

DTE Coal Services has hired Evan "Jim" O'Neil as president. Previously, O'Neil served as Ziegler Coal Holding Co.'s marketing and business development v.p.

Raymond D. Hill, former Southern Energy CFO, will replace Stewart Elliot, who resigned from his post as CEO of Consolidated Electric Power Asia. CEPA is a wholly owned subsidiary of Southern Energy Inc.

Due to changes in its natural gas trading operation, Columbia Gas System made several organizational changes. Anthony Trubisz Jr. was reassigned from president of Columbia Energy Services to Commonwealth Gas Services Inc., one of five Columbia local gas distribution companies. He will replace retired Thomas E. Harris as president and CEO. The company has yet to announce a replacement for Trubisz. Stephen J. Harvey was moved from Columbia Energy Services strategic planning manager to its finance senior v.p. Harvey's previous position was filled by acting manager Patricia A. Hammick, Columbia's strategy implementation v.p. Columbia hired former marketing v.p. of Texaco Natural Gas, Philip M. Glaessner, as its energy trading and supply senior v.p.

Randy H. Zwirn, of Westinghouse Electric Corp., was promoted from executive v.p. and COO of the company's power generation business unit to its president.
