Kevin A. Kirby has joined ISO New England Inc. as managing director of special projects. He most recently served as vice president, power supply, at Eastern Utilities Associates.

The Midwest Independent Transmission System Operator has named Stephen G. Kozey its general counsel. Kozey comes to the MISO from Cinergy PSI, where he was general counsel and director of structured transactions.

Del Blom has been elected vice president, wholesale gas marketing, at CMS Energy's marketing unit, CMS Marketing, Services, and Trading. Most recently, Blom was managing director of central region trading at KN Energy. CMS-MST also named Kevin Thomas vice president of power trading and marketing. Thomas worked for Scottish Power in the UK before joining CMS in 1998.

Columbia Gas of Ohio has named two vice presidents. Meg A. Brown has been promoted to vice president of field operations, and David A. Monte was promoted to vice president of technical operations. Brown joined the company in 1979 as a marketing representative. Monte joined Columbia in 1990 as an engineer.

John F. Riordan has been named CEO of the new entity created by the merger of GRI and the Institute of Gas Technology. Riordan has been a leader in the energy industry, including service as president and CEO of MidCon Corp. and the Natural Gas Pipeline Corp. of America; vice chair of KN Energy, and chairman of GRI's board.

Madison Gas & Electric Co. has named Terry Hanson vice president and CFO. Hanson, who has been with MGE since 1981, previously was vice president of finance.

Richard C. Smith has been named manager of generation development for Ameren Energy Resources Co. Smith joined AmerenUE in 1981 as project engineer.

J. Charles Goodman in April resigned from Atmos Energy Corp. as executive vice president of utility operations after 19 years with the company. R. Earl Fischer was promoted to senior vice president, utility operations, to replace Goodman.

Potomac Electric Power Co. has elected Dennis Wraase its president. John M. Derrick Jr. continues to serve as chairman and CEO. Wraase joined Pepco in 1974 and was named executive vice president and CFO in 1999.

Cynthia Evans has been named vice president and CEO of Xcel Energy, the company that will be formed by the merger of New Century Energies and Northern States Power Co. Evans had been New Century's managing director for corporate communications.

Annette Van Brunt, the former director of end-user business development and operations at Duke Energy, has joined Enermetrix as director of product development for selling member services.

Nicholas DeBenedictis, chairman and CEO of Philadelphia Suburban Corp., was honored with Riverbend's Community Leadership Award for his contributions in environmental protection and conservation. Roy H. Stahl has been promoted to executive vice president of PSC. Stahl had been senior vice president and general counsel at the company since 1991.

Sierra Pacific Resources has named Steve Rigazio president of its subsidiary, Nevada Power Co. Rigazio, who joined Nevada Power in 1984, most recently served as senior vice president of energy delivery.

Raymond Luxton has been named president and general manager of Texas Independent Energy, PSEG Global's joint venture with Panda Energy International. Luxton had been director of business management with PSEG Americas.
