W. Scott Miller III has been appointed director of energy markets for the Office of Markets, Tariffs and Rates at the Federal Energy Regulatory Commission. Miller previously was director of regional transmission organization policy coordination for PG&E National Energy Group.

Commissioner Susan F. Clark of the Florida Public Service Commission in July resigned to pursue a career in private legal practice. Clark, whose term would have expired in 2003, was first appointed in 1991. She served as commission chair from 1995 to 1997.

Jim von Gremp, chairman of the Arkansas Public Service Commission since January 1999, resigned June 30 to pursue business and public service opportunities. Gremp previously served as executive director of governmental operations for Gov. Mike Huckabee, and as a state representative.

Energy Secretary Bill Richardson and Gordon Weynand, deputy director of the Office of Energy, Environment and Technology at the U.S. Agency for International Development, were recognized at the 11th Annual Energy Efficiency Forum in June for their outstanding leadership in promoting energy efficiency worldwide.

Equitable Resources has named Murry S. Gerber, president and chief executive officer, as chairman of the board. James M. Funk, a 23-year veteran of Shell Oil, was appointed president of Equitable Production.

The Electric Power Supply Association has promoted Samantha Slater to the newly created position of manager, state and regional affairs. Previously, Slater was coordinator of state and regional programs.

The board of Pacific Gas & Electric Co. has elected Anlin Ting-Mason vice president for Internet and business development. Most recently, she served as general manager of Internet services at London's British Telecom. Kim Walsh, formerly manager of PG&E's news department, was elected vice president for communications.

Duke Energy has named Richard B. Bates managing director of mergers and acquisitions, a newly created position. Bates is the former chairman, president, and CEO of Energyrunner Inc. Kevin Howell, formerly group general manager of commercial development of Duke's Asia Pacific region, was appointed executive vice president, global trading/marketing and risk management for Duke.

Michael A. DeLaura has been appointed manager of compliance review for the North American Electric Reliability Council. Previously, DeLaura was manager of transmission planning for the New York Power Authority.

Janet E. McHugh has been named vice president-human resources for Constellation Energy, replacing Linda D. Miller, who retired. McHugh previously was Constellation Energy Group's and Baltimore Gas & Electric's manager- legal and deputy general counsel. BG&E promoted Kenneth W. DeFontes Jr., a 28-year veteran of the company, to vice president of electric transmission and distribution. He most recently was manager, corporate strategy and development for CEG.

Janet Gail Besser, former chair of the Massachusetts Department of Telecommunications and Energy, has joined consulting firm Lexecon as vice president. Jeffrey D. Tranen also joined the firm as senior vice president. During the past decade, Tranen has served as president of Sithe Northeast, the California Independent System Operator, and the New England Power Co.

South Jersey Energy has elected Edward J. Graham, SJE's president since December 1997, to its board. South Jersey Gas also has made several personnel changes. Philip Mitcheli was promoted to general manager, appliance and utility service operations; Edward L. Unger was transferred to general manager, system operations; Peter J. Dempsey and Howard J. Holmes Jr. were promoted to senior supervisors, appliance and utility services; and Linda A. Terruso was transferred to manager, service operations support.
