Joe Richardson, president and CEO of Florida Power, will resign his position following the close of Carolina Power & Light's acquisition of Florida Power's parent company, Florida Progress. William Habermeyer, vice president of the Western region for CP&L, will replace Richardson.

Montana-Dakota Utilities Co. has promoted C. Wayne Fox, formerly vice president of regulatory affairs and general services, to president of Montana-Dakota Utilities Co. and Great Plains Natural Gas Co., both of which are divisions of MDU Resources Group. Fox replaces Ronald D. Tipton, who remains CEO of the two companies.

Elizabeth M. McCarthy was named CFO of DPL Inc. McCarthy also continues in her responsibilities as vice president and chief accounting officer.

Dominion Energy executives Thomas A. Hyman Jr. and Jimmy D. Staton have swapped job responsibilities, titles, and locations, as part of the company's integration of its natural gas and electricity distribution networks. Hyman became senior vice president-gas distribution, and Staton became senior vice president-electric distribution. In addition, Dominion has selected a new leadership team to operate the Millstone Power Station in Connecticut once it is acquired by Dominion next year. Leon J. Olivier will become senior site vice president; Raymond P. Necci will become vice president-technical services; and Eugene Grecheck will become vice president-generation.

Michael R. Niggli has been named president of Sempra Energy Resources. Niggli resigned as chairman and CEO of Sierra Pacific in July.

UniSource Energy has made several promotions and reassignments: Ira R. Adler was named president and CEO of Global Energy Solutions; Kevin P. Larson has become vice president and CFO of both UniSource Energy and Tucson Electric Power; Steven J. Glaser now is senior vice president and COO of Tucson Electric's transmission and distribution unit; Michael J. DeConcini has been named senior vice president of strategic planning and investments at UniSource Energy; Dennis R. Nelson was named senior vice president and COO of Tucson Electric's generation unit; and Vincent Nitido has become vice president and general counsel of both UniSource Energy and Tucson Electric Power.

Walter M. Higgins, chairman and CEO of AGL Resources, resigned from the company in August to return to Sierra Pacific Resources as CEO. Paula Rosput, president of Atlanta Gas Light Co., has been elected president and CEO of AGL Resources, and board member D. Raymond Riddle has been elected non-executive chairman.

Duke Energy has named Jacquelyn Gates vice president of diversity and ethics, a new position. Gates led various ethics and corporate culture initiatives during her tenure with Bell Atlantic.

El Paso Energy Corp. has named Greg G. Jenkins president and CEO of El Paso Global Networks Co. Clark C. Smith replaced Jenkins as president of El Paso Merchant Energy Co. El Paso Merchant Energy also named four executives to head up its new EP Power Finance LLC unit. The managing directors are Mark Condon, former senior vice president of Heller Financial Inc.; Jim Jewitt, former president of ESBI Energy Co.; Scott Lamoreaux, former vice president of Stratum Group LP; and Gar Seifullin, former senior vice president of Heller Financial.

The United Illuminating Co. has named Gregory E. Sages vice president-finance, Charles J. Pepe treasurer, and Susan E. Allen vice president-investor relations and corporate secretary. All three are officers of the corporation.
