Albert V. Ruggiero was elected vice president for South Jersey Industries Inc. Ruggiero also serves as senior vice president, corporate development for SJI's principal subsidiary, South Jersey Gas Co.

The Bonneville Power Administration announced four new senior vice president positions. Harvey Spigal will return to general counsel after heading BPA's transmission functions for the past two years. BPA's corporate group will be headed by Steve Wright. Paul Norman was named permanent head of the power business line. Mark Maher will head the transmission business line on an acting basis.

Before adjourning in December, the U.S. Senate confirmed five Clinton Administration assistant-administrator appointments to the U.S. Environmental Protection Agency. They are: J. Charles Fox, water; Norine E. Noonam, research and development; Robert Perciasepe, air and radiation; Nikki L. Tinsley, inspector general; and Romulo Diaz Jr., administration and resources management.

Jerry D. Florence joined Sempra Energy as vice president of corporate communications. Florence is the former president of the Nissan Foundation, the corporate giving arm of Nissan North American Inc.

The Natural Gas Supply Association announced new appointments. Linda Schoumacher was appointed director, industry and public relations and Rhone A. Resch was appointed director, utility regulation and environmental affairs. Schoumacher joined NGSA from the Edison Electric Institute, where she was manager, media relations. From 1994, Resch was a program manager/team leader in petroleum programs at the U.S. EPA's Office of Air and Radiation.

Frank J. Miraglia Jr. succeeded retiring Hugh L. Thompson Jr. as deputy executive director for regulatory programs at the U.S. Nuclear Regulatory Commission. Miraglia previously served as deputy director of the NRC's Office of Nuclear Reactor Regulation. Roy Zimmerman, the former associate director for projects at NRR, succeeded Miraglia as NRR deputy director.

The Energen board of directors named Bill Bibb vice president for Alagasco's Birmingham operations. Roger Putnam was named vice president, gas supply. Previously, Bibb was assistant vice president, Birmingham operations, while Putnam was vice president, transportation services.

Neil Levy joined Triple Point Technology Inc. as vice president of power trading systems. Levy was the principal designer of Power Savant, a power risk management system.

New Energy Ventures launched NEV Southwest and named former Tucson Electric Power Co. manager of retail marketing Phil Harper as its president. NEV Southwest will serve customers throughout Arizona, Nevada, Utah, Colorado and New Mexico.
