Bob Rowe of the Montana Public Service Commission was elected first vice president of the National Association of Regulatory Utility Commissioners. Rowe will continue to serve as chairman of the NARUC Telecommunications Committee for another year.

Duane, Morris & Heckscher LLP added Regina Speed-Bost to its energy group. Speed-Bost is the former legal advisor for natural gas and oil pipeline matters to William L. Massey, commissioner, Federal Energy Regulatory Commission.

Charles K. Dempster was named senior vice president of UtiliCorp United and chairman and chief executive officer of Aquila Energy. Dempster served the past three years as chairman of UtiliCorp U.K. Inc.

Otter Tail Power Co. elected John Erickson to the position of vice president, finance. Most recently, Erickson headed the company's restructuring efforts.

L.W. (Lee) Smith was promoted to fill the newly created position of vice president, energy supply and marketing for Midland Cogeneration Venture. Smith has 10 years of experience with MCV in the independent power production industry.

Northeast Utilities named Bruce D. Kenyon president of a new generation operating group within the company. The appointment expanded Kenyon's responsibilities as president and chief executive officer, northeast nuclear energy, to all generation operations, including fossil/hydro.

Mark Clifford Lawrenson was elected vice president, structured finance, for CMS Energy Corp.'s international business unit, CMS Enterprises. Lawrenson joined CMS Energy Asia, Pte. Ltd. in Singapore as executive director of finance in 1997.

Philadelphia Suburban Corp.'s senior vice president of production, Morrison Coulter, was promoted to president of its primary subsidiary, Philadelphia Suburban Water Company.

Engage Energy US L.P. elected Todd Johnson vice president, derivative services. Previously, Johnson served as trading director for Engage's east region.

ICF Kaiser International Inc. named David Michael Spratt operations director for the company's Asia-Pacific region. Spratt also will be the senior resident representative of the ICF Kaiser Engineers and Constructors Group in the region. Before joining ICF Kaiser, Spratt served as chief operating officer of Minproc Limited, an engineering and construction company listed on the Australian Stock Exchange.

J.D. Wessling was promoted to senior vice president, finance, and chief financial officer, and Jon T. Stoltz was promoted to senior vice president, planning, regulatory and consumer affairs for Cascade Natural Gas. These promotions followed the retirements of vice presidents Cal Steele and Lee Beaudry.

Paul D. Koonce joined Consolidated Natural Gas as president, commercial operations. Prior to joining CNG, Koonce was executive vice president of Sonat Marketing Company LP. Jimmy D. Staton was promoted to president, asset operations. His most recent position was vice president, pricing, planning and financial services for CNG Transmission Corp.

Washington Water Power appointed Roger Woodworth vice president of corporate development and Ronald R. Peterson vice president and treasurer. Most recently, Woodworth served as the company's director of corporate development. Peterson, who was named vice president and controller in February 1998, assumed the role of treasurer.
