New Positions:
Duke Energy Corp. appointed Paul Anderson as its chairman and CEO, succeeding Rick Priory, who will retire early next year. Anderson briefly worked for Duke after it merged with PanEnergy in 1997. He retired last year as managing director and CEO of BHP Billiton Ltd. in Australia.
Energy Secretary Spencer Abraham named Rosita O. Parkes chief information officer (CIO) at the Department of Energy. Parkes has served as CIO and deputy CIO at the Federal Emergency Management Agency.
Progress Energy promoted Fred Day to CEO of Progress Energy-Carolinas. Day has been with Progress for 35 years, most recently as executive vice president of Energy Delivery.
Allegheny Energy Inc. named Thomas R. Gardner its vice president, controller and chief accounting officer. Gardner moves to Allegheny from consulting firm Deloitte, where he has worked since 1997.
NUI Corp. appointed Dan Scouler, a senior managing director with FTI Consulting, as its interim CFO, replacing Mark Abramovic. Abramovic was appointed NUI president in late September.
Susan S. Elliot was elected to Ameren Corp.'s board of directors. Elliot is founder, chairman, and CEO of information technology firm Systems Service Enterprises Inc.
NiSource Inc. named Kathleen O'Leary president of its Columbia Gas of Virginia subsidiary, the Richmond Times-Dispatch reported. O'Leary previously was vice president of human resources and public affairs for NiSource. The company also named Robert C. Skaggs Jr. executive vice president, a newly created position at the company. Previously, Skaggs was president and CEO of NiSource subsidiaries Columbia Gas of Ohio, Columbia Gas of Pennsylvania, Columbia Gas of Maryland, Columbia Gas of Kentucky, Columbia Gas of Virginia, Bay State Gas Co., and Northern Utilities Inc.
KeySpan named Robert J. Fani president and COO, Dow Jones reported. Those positions have been vacant since 2002. Steven L. Zelkowitz will fill Fani's previous position-president of KeySpan's energy assets and supply group.
Indianapolis Power & Light Co. (IPL) named Ronald E. Talbot senior vice president of Power Delivery and Customer Services. Talbot comes to IPL from Commonwealth Edison Co., where he was vice president of Chicago Region Operations.
UGI Corp. named Robert H. Knauss vice president and general counsel. He also will serve as vice president of law and general counsel of AmeriGas Propane Inc. Knauss has been with UGI since 1985. UGI also named Margaret M. Calabrese managing counsel and corporate secretary. She joined UGI in 1992.
The American Gas Association board of directors elected Robert W. Best as its 2004 chairman. Best, the chairman, president, and CEO of Atmos Energy Corp., will be joined by AGA's other officers: First Vice Chairman Laurence Downs, Second Vice Chairman Stephen Ewing, and Immediate Past Chairman Richard Reiten.
Resignations:
Reuters reported that Harvey Wagner resigned as CFO of Mirant Corp., but he agreed to stay in the role on an interim basis. Wagner replaced Ray Hill as company CFO in January of this year.
The Utility Reform Network (TURN) lost Nettie Hoge as its executive director. Hoge resigned after accepting a post as deputy commissioner with the Office of Policy and Planning at the State Department of Insurance.
