Michael W. Peters succeeds Raymond G. Kuhl as executive v.p. and g.m. at the new Michigan Electric Cooperative Association. Kuhl retired January 30. Peters was general counsel at the Association of Illinois Electric Cooperatives. MECA provides services to 14 co-ops.
MDU Resources Group, Inc. has elected Thomas S. Everist, a South Dakota businessman, to its board of directors.
Peter J. O'Shea, Jr. was named senior v.p. and general counsel at Consolidated Edison. O'Shea comes from ITT Corp., where he served as v.p. and associate general counsel.
San Diego Gas and Electric Co. has formed Enova Corp. (em a holding company for the utility and its unregulated subsidiaries (em and a new executive structure for both companies. Under the new hierarchy, Tom Page remains SDG&E's chairman and becomes chair of Enova, but will retire from both positions at the end of 1997. Stephen Baum moves from SDG&E executive v.p. to president and CEO of Enova. Donald Felsinger, formerly SDG&E executive v.p., becomes president, CEO, and a director of the utility.
In another SDG&E personnel change, v.p. Ron Fuller retired to form an international government affairs company. He was with SDG&E for 21 years.
Robert W. Best, the new senior v.p. at Consolidated Natural Gas Co., will oversee interstate gas transmission and work with CNG's corporate executive office on strategy and operations. He comes from Transco Energy Co.
IPALCO Enterprises, Inc. has hired David J. McCarthy as its assistant general counsel-Washington. McCarthy headed up the company's government relations as a consultant and has worked as counsel to the House Committee on Standards.
Lloyd M. Yates, PECO Energy Co.'s new Eddystone Generating Station plant manager, will be responsible for the safe operation of the company's largest nonnuclear power plant.

CMS Energy Corp. has made several personnel changes: Victor J. Fryling, CMS president, also has become COO; Michael G. Morris, president and CEO of its Consumers Power Co. subsidiary, has become executive v.p. and energy director; and Rodger A. Kershner, deputy general counsel, has become senior v.p. and general counsel, succeeding S. Kinnie Smith, Jr. Smith will remain vice chairman of the company until his planned February 1996 retirement.
The Institute of Gas Technology reelected Bernard J. Kennedy of National Fuel Gas Co. as its chairman of the board of trustees. Also reelected: Bernard S. Lee, president; James E. Dunne, secretary; and Daniel L. Popp, treasurer. Eighteen trustees were picked for the board.
Richard A. Mazzini, formerly electric market strategies and operations manager at Pennsylvania Power & Light Co., has joined Washington International Energy Group as senior v.p. He'll be responsible for the firm's external positioning practice.
