Peter C. Nelson was named president and CEO of California Water Service Co. Nelson also will be a director. He comes from Pacific Gas & Electric Co., where he was v.p.-division operations. He replaces the retiring Donald L. Houck.

Jack Lucido of ANR Pipeline Co. was elected to the American Gas Association's pipeline research committee, succeeding Gary Walker of Pacific Transmission Co.

The Electric Power Research Institute hired Karl G. Van Orsdol as senior manager, international relations. Van Orsdol comes from his own consulting firm, Environmental Strategies, International, which works for EPRI and clients worldwide.

Mary Jane McCartney, senior v.p. for gas operations at Consolidated Edison Co. of New York, is the new chairman of the Gas Industry Standards Board (GISB). She succeeds GISB's first chairman, Steve Chesebro' of Tenneco Energy. Chesebro' will remain on the board. Vice chairman will be Randy Couch of Amoco Energy Trading Corp.

The United States Telephone Association (USTA) has hired two staffers and made a staffing change. Jocelyn Shrewder Miceli joins USTA as media relations director. James Lowell becomes the small company affairs director. And Anne Barcal moves from legal and regulatory affairs director to financial management director.

Constellation Energy Corp., the company to be formed from the merger of Potomac Electric Power Co. and Baltimore Gas and Electric Co., announced assignments for 18 senior executives, now in various posts within the two companies: BGE chairman Christian H. Poindexter will become CEO, while PEPCO chairman Edward F. Mitchell becomes board chairman. John M. Derrick, Jr., PEPCO president and COO, will become president and CEO; Edward A. Crooke, BGE president and COO, becomes vice chairman.

The other Constellation appointments include: Charles W. Shivery, senior v.p. and chief financial officer; William T. Torgerson, senior v.p.-external affairs; Anthony S. Macerollo, v.p.-human resources; Dennis R. Wraase, senior v.p.; Robert E. Denton will be senior v.p.-generation; Charles H. Cruse, v.p.-nuclear; Ronald W. Lowman, v.p.-fossil; William J. Sim, v.p.-generation support; Thomas F. Brady, group v.p.-distribution; Andrew W. Williams, group v.p.-transmission; Herbert D. Coss, Jr.; group v.p.-gas; Sharon S. Hostetter, v.p.-marketing; Carserlo Doyle, v.p.-general services; and Robert C. Grantley, group v.p.-District of Columbia.

William G. Karis, Consol, Inc. president, was elected CEO by his board of directors. He replaces B.R. Brown, who remains as chairman. Karis also takes a seat on the board. Michael F. Nemser was promoted to senior v.p.-adminstration. He had been v.p. and treasurer. Taking his place in that post is Karen L. Musial, who was director-financial services.

The Electric Cooperatives of South Carolina, Inc. has elected officers and a new v.p. of legal affairs, Robert E. Tyson, Jr., from the American Gas Association. Elected chairman of the board of trustees was Judith S. Reeves of Coastal Electric Cooperative. Larry Longshore of Newberry Electric Cooperative was elected vice chairman. C.H. Leaird of Black River Electric Cooperative and Joseph E. Sharpe of Fairfield Electric Cooperative were elected to the executive committee.

Charles L. Holland has joined Duke Energy Corp. as v.p.-Asia Pacific. He was president of Carolina Energy Associates, Inc.

James T. Hackett has resigned as senior v.p. of NGC Corp. and president of Trident NGL, Inc. Bruce M. Withers, Jr., Trident chairman and CEO, will take on Hackett's duties until a replacement is found. t
