Marc W. Chupka, former special assistant to Energy Secretary Hazel R. O'Leary, has been promoted to acting assistant secretary for policy. He replaces Dan Reicher, now O'Leary's chief of staff. Melanie A. Kenderline was appointed deputy assistant secretary for House liaison in the office of congressional, public, and intergovernmental affairs.

MidCon Corp.'s president and CEO, John F. Riordan, was elected chair of the Gas Research Institute, succeeding Thomas L. Fisher of Northern Illinois Gas Co. Named board vice chairman was Jack E. Little, president and CEO of Shell Exploration and Production Co.

Elizabeth "Betsy" Palmer, a former U.S. Department of Energy and White House staffer, was hired by NAC International as external affairs director for nuclear materials management and safeguards system.

The Electric Power Research Institute (EPRI) has chosen Randell W. Hardy as chairman. Hardy, CEO of the Bonneville Power Administration, replaces A. Drue Jennings, chairman and president of Kansas City Power and Light. EPRI also hired William A. Berry as CFO.

James W. Hart is the new marketing v.p. for Columbia Gulf Transmission Co.

Allegheny Power has hired Jersey Central Power and Light Co.'s regulatory and public affairs v.p., Michael P. Morrell. Morrell will serve as senior v.p. and CFO.

Donald R. Sinclair has joined Tenneco Energy as senior v.p., and president of Tenneco Energy Resources Corp.

Central and South West Corp. announced three executive changes:

s Glenn Files, president/CEO of the West Texas Utilities Co. subsidiary, was named an executive v.p. of CSW.

s Thomas M. Hagan was promoted from government relations v.p. to senior v.p., external affairs.

s Venita McCellon-Allen was promoted to senior v.p., corporate development.

William J. Kibler has joined the New York Power Authority as a marketing and economic development account executive. He comes from New York State Electric & Gas.

The American Gas Association (AGA) has elected two new board members: Stephen Bellringer, president and CEO of BC Gas, Inc.; Oliver G. "Rick" Richard, III, chairman, president, and CEO of Columbia Gas System, Inc. A.G.A. also made staff changes: David Sgrignoli succeeds Richard Kolodziej as acting group v.p., marketing and communications. (Kolodziej has been named president of the Natural Gas Vehicle Coalition.) Pamela Lacey, formerly an environmental practice partner at Chicago law firm Coffield, Ungaretti & Harris, has been hired as director, office of government relations counsel.

UtiliCorp United hired two senior executives: Terry G. Westbrook, senior v.p. of finance and CFO; Paul J. Feldman, senior v.p., products and services. Westbrook comes from The Quaker Oats Co.; Feldman had worked at AT&T.

Thomas L. Hughes was promoted to v.p. for finance and investor relations at Columbia Gas System Service Corp.

New York State Electric & Gas Corp. promoted four executives:

s Sherwood J. Rafferty, v.p. and treasurer, becomes senior v.p. and CFO.

s Gary J. Turton, controller, becomes v.p. and controller.

s Robert D. Kump, director-financial services, is now treasurer.

s Thomas F. Dorazio, assistant to the executive v.p., becomes v.p.-information services.

James E. Davis was promoted to manager of the Thomaston Service Center at Georgia Natural Gas Co.

Coastal Corp. subsidiary ANR Pipeline Co. has hired Ann E. Raden as v.p.-human resources and community affairs. Raden comes from First of America Bank Corp.

Dennis R. Wraase, CEO of Potomac Electric Power Co. subsidiary Potomac Capital Investment Corp. (PCI), was elected senior v.p. and CFO of the utility. Wraase replaces H. Lowell Davis, who will serve as vice chairman and director until he retires early next year. The PEPCO board also elected Ellen Sheriff Rogers secretary and assistant treasurer. Rogers, also associate general counsel, moved to PEPCO from PCI in 1994. t
