Cleveland Electric Illuminating Co. (CEI) customers will soon be able to earn "frequent flyer" points for using electricity or replacing gas appliances with electric ones. Under the program, planned for Spring 1997, customers receive one point for every kilowatt-hour they use each month. Points can be redeemed for electric appliances, such as night lights, air purifiers, and electric grills. Meanwhile, Centerior Energy, CEI's parent, has partnered with an AT&T Wireless Services subsidiary, AT&T PCS Cleveland, LLC., to bring personal communications services to northeast Ohio.

Westinghouse Electric Corp. has contracted to build two power plants in its fourth joint venture with a Chinese company, Shanghai Electric Corp. The first, a $50-million, 330-Mw power plant for Sweeney Cogeneration Limited Partnership, will provide energy and process steam for Phillips Petroleum Co. in Sweeny, TX. The primary fuel will be residue gas, with natural gas as a backup. The second plant, a natural gas combustion turbine, will be built for Southwestern Public Service near Hobbs, NM. The joint venture creates Shanghai Advanced Power Projects Co., Ltd. Westinghouse owns 35 percent of the new company, which will develop and supply power generation projects in China and, later, all of Asia. Westinghouse has invested more than $100 million in Chinese ventures.

GE Nuclear Energy will design, equip, and provide fuel for Taiwan's fourth nu-clear power plant, which includes two 1,359 Mwe boiling water reactors. The value of the contract with Taiwan Power Co. is about $1.8 billion.

Northeast Utilities has contracted a direct marketing firm, Barry Blau & Partners, to help peddle electricity directly to consumers. The firm will focus on New Hampshire's pilot program, which gives a percentage of users the chance to choose their electric provider.

Reynolds Metals Co. signed a letter of intent with LG&E Power Development, Inc. to study and develop a 300-Mw cogeneration plant at Reynolds's Sherwin facility near Corpus Christi, TX. Steam and electricity will be used to produce alumina, a component in making aluminum. t
