While permitting Southern California Gas Co. and San Diego Gas and Electric Co. to recover certain costs associated with low-emission vehicle programs, the California Public

Utilities Commission (CPUC) has ruled that utility-constructed refueling stations that are available for public use are not exempt from the jurisdiction of the Division of Weights and Measures (DWM) of the California Department of Agriculture.

The CPUC added that because it expects the utilities to seek private ownership of their public-use refueling stations, the state's natural gas local distribution companies should begin planning to convert the stations to comply with DWM standards.
