
Larry Hobart, executive director of the American Public Power Association, plans to retire on July 1, ending a 35-year career with public power. Hobart became executive director in 1986, and previously served in several management positions. Hobart also serves as v.p. and board member of the Consumer Federation of America.
Pacific Enterprises, parent of Southern California Gas Co., has restructured the company, to include a new Office of the Chairman. The new office will be headed jointly by Willis B. Wood, Jr., as chairman and CEO, and by Richard D. Farman, as president and COO. Farman's previous role as chairman and CEO of SoCalGas was eliminated, but Warren Mitchell will continue as president. Other promotions include Frederick E. John, senior v.p.; John L. Estes, v.p., chief information officer; and G. Joyce Rowland, v.p., human resources.
Delmarva Power & Light Co. promoted Barbara S. Graham to senior v.p., the first woman to hold that office at the utility. Graham will retain her position as CFO and also serve as company treasurer.
Harold A. Jerry, Jr. (R), member of the New York State Public Service Commission since 1973, was appointed commission chairman by New York Gov. George E. Pataki (R). Jerry succeeds Peter Bradford (D), an influential regulator who served on the PSC since 1987. Commissioner Lisa Rosenblum (D) will become deputy chairman. Maureen Helmer will be the first woman to serve as the PSC's general counsel. She previously was counsel to the New York State Senate Energy Committee. Lester Stuzin was appointed executive deputy to the chairman. He has served 34 years with the PSC.
The Arizona Corporation Commission has elected Renz D. Jennings chairman. Jennings, an Arizona native, was first elected to the commission in 1984, and reelected in 1986 and 1992.
David Schlosser was named director of public affairs and consumer protection for the Kansas Corporation Commission. Schlosser previously was policy advisor for incoming Gov. Bill Graves (R).
James B. Gainer joined CINergy Corp.'s legal department to head its Ohio/Kentucky regulatory section. Gainer served as chief of the public utilities section of the Ohio Attorney General's Office since 1991.
Peabody CoalSales Co. in St. Louis, MO, has promoted Vaughn E. Mavers to v.p., sale and marketing, for the central Southwest; Michael S. Shaw to v.p., sales and marketing, for the upper Midwest; Christopher L. Curtis to v.p., sales and marketing, for the Southwest. Michael R. Rayphole has joined the company as director, transportation and customer service.
Southern Company Services Inc. named Kenneth C. Bottonari senior v.p. and chief information officer for all information resources. Thomas A. Fanning was named v.p., finance and investor relations. J. Kevin Fletcher was named v.p., marketing and new business development.
Pacific Telesis Group named Gina Harrison director of federal regulatory relations for its Washington, DC, office. Harrison will represent the company before the FCC on issues involving competitive access to local telephone networks operated by Pacific Bell and Nevada Bell. Harrison was most recently senior attorney in the FCC's wireless telecommunications bureau.
The Competitive Long Distance Coalition, a group of long-distance telephone companies, hired former Sen. Howard H. Baker, Jr., to serve as chairman and represent them in Congress as telecommunications legislation is debated this year. Baker was Senate Majority Leader from 1981 to 1985 and President Reagan's chief of staff from 1988 to 1989.
John S. Palmisano was named executive director of the Coalition for Gas-Based Environmental Solutions, a group of natural gas utilities, pipelines, and producers promoting natural gas as an environmental fuel. Palmisano will continue to work for Enron Corp. as director of environmental policy.
El Paso Natural Gas Co. elected former Sen. Malcolm Wallop to its board of directors. Wallop was ranking minority member of the Senate Energy and Natural Resources Committee and cosponsor of the Energy Policy Act of 1992.
