Thomas L. Fisher, president of NICOR Inc., will become CEO at the company's annual meeting on May 3. He also is expected to become chairman in December, succeeding Richard G. Cline. Fisher, 50, joined NICOR's principal subsidiary, Northern Illinois Gas Co., in 1967, became president and CEO in 1988, and has served in a number of executive positions.
PECO Energy Co. president Corbin A. McNeill, Jr. will assume the additional position of CEO at the company's April 12 annual meeting. Joseph F. Paquette, Jr., current chairman and CEO, will continue as chairman. McNeill, 55, joined PECO Energy in March 1988 as executive v.p., nuclear operations, and became president and COO in 1990. Paquette, 60, plans to retire in 1997, but will continue as a director. William E. Powell, Jr. was elected v.p., support services, for PECO Energy, succeeding Albert J. Solecki, who retired.
California Energy Co. Inc. promoted Thomas R. Mason to president and COO. Mason was senior v.p., operations and engineering.
Peter H. Zamore was named general counsel for Green Mountain Power Corp. He previously served as outside counsel to GMP on regulatory matters. He also served as special counsel to the Vermont Public Service Board.
Washington Public Power Supply System elected Robert Graves, a Benton County Public Utility District commissioner, as president. Beverley Cochrane Fitzgerald, a Franklin County Public Utility District commissioner, was elected v.p.
Scott A. Weiner was named v.p., corporate development, at General Public Utilities Corp. Weiner was a commissioner of the New Jersey Department of Environmental Protection and Energy from 1991 to 1993, and president of the New Jersey Board of Public Utilities from 1990 to 1991.
Thomas A. Barlow was promoted to v.p. of Monongahela Power Co., in charge of day-to-day operations. He formerly was v.p., division operations. Thomas K. Henderson, v.p. of legal services at West Penn Power, will take on additional duties as a v.p. for Monongahela. Marvin W. Bomar was promoted to executive director of engineering and construction for Monongahela, West Penn Power, and The Potomac Edison Co.
Duke Power Co. named Cecil Smith v.p., information technology services, and chief information officer.
Commissioner Preston C. Shannon has become chairman of the Virginia Corporation Commission in this year's rotation, succeeding Hullihen Williams Moore. Shannon joined the commission in 1972 and was elected to his fourth six-year term in 1994.
The New York Power Authority named two nuclear utility experts, William F. Conway and Gregory E. Kane, to its nuclear advisory committee. James K. Asselstine will chair the committee, formed in 1993 to advise the Power Authority on its two nuclear plants.
President Clinton nominated Bill Burton to the board of the U.S. Enrichment Corp., a government corporation that produces and markets uranium enrichment services. Burton, an energy lawyer in Austin, TX, previously served the Clinton Administration as deputy assistant to the President and energy policy advisor.
Dr. Thomas S. Kress was elected chairman of the Nuclear Regulatory Commission's independent advisory committee on reactor safeguards. Dr. Robert L. Seale was elected vice chairman.
Baltimore Gas & Electric Co. hired Judith K. Pensabene as director, federal affairs. She previously was minority counsel for the U.S. Senate Energy and Natural Resources Committee.
