Sherrie Rutherford was named v.p. and general counsel of NorAm Gas Transmission, the pipeline and gas marketing subsidiary of NorAm Energy Corp. She succeeds Dale Earwood, who was promoted to president, NorAm Field Services.

MCN Corp. named Thomas J. Connelly director, investor relations. He previously was director, project finance.

Michael R. Weber was named manager, environmental affairs, for CMS Generation Co., the independent power subsidiary of CMS Energy Corp.

Paul L. Wilkinson was promoted to v.p., policy analysis, for the American Gas Association. He previously was senior director, policy and environmental analysis.

David L. Morrison was named director of the Nuclear Regulatory Commission's Office of Nuclear Regulatory Research. Morrison, previously with MITRE Corp., succeeds Eric S. Beckjord, who will retire.

Reid & Priest has signed a formal affiliation agreement with Huizhong Law Firm. Huizhong Law Firm, established in 1992, is one of the largest privately owned law partnerships in China.

Mission Energy Co. named Robert M. Edgell division president for Asia/Pacific operations; S. Daniel Melita, division president for Europe, Central Asia, and Africa; and Robert Dietch, division president of Mission Energy/Americas. James C. Henneforth was named v.p. and chief technical officer for Mission Energy's worldwide operations.

The Association of Energy Services Professionals (formerly the Association of Demand-Side Management Professionals) elected Daniel M. Violette, v.p. with EDS Corp., 1995 association president. William Ferguson, program manager for Delmarva Power, was elected executive v.p.

Alan H. Richardson was selected to replace Larry Hobart as executive director of the American Public Power Association. Hobart will retire July 1.

Wayne Shirley has been named to the New Mexico Public Utility Commission, replacing Mary McInerny, who resigned on January 31. Shirley will serve until January 15, 1999.

The board of directors of The Columbia Gas System has elected Oliver G. Richard III chairman, CEO, and president. Richard leaves New Jersey Resources and succeeds John H. Croom, who will retire after almost 41 years with Columbia.

Kenneth G. Hurwitz was named of counsel by Venable, Baetjer, Howard & Civiletti, LLP and will be resident in the firm's Washington, DC, and Baltimore, MD, offices. His practice concentrates on energy and regulatory law, and he has 18 years of practice before state utility commissions and the Federal Energy Regulatory Commission. From 1983 to 1987, he served as executive director of the Maryland Public Service Commission.

John Kean, Jr. will succeed his father, John Kean, as CEO of NUI Corp. Kean, Jr. joined NUI in 1985, and in 1988 became executive vice president and COO of KCS Group Inc., a holding company formed when NUI spun off its nonregulated gas businesses. He rejoined NUI in 1990 as vice president, was named CFO in 1991, and became president in 1994.

Philadelphia Suburban Water Co. has elected Robert A. Luksa vice chairman. Luksa is also expected to assume the position of first vice president of the National Association of Water Companies, the country's largest trade organization of private water utilities.

Martin E. Edwards has been named director of legislative affairs for the Interstate Natural Gas Association of America. He joins INGAA after nearly 10 years on Capitol Hill, the last eight as senior legislative assistant for Rep. Ralph Hall (D-TX).

The Institute of Nuclear Power Operations has elected two new executives to its 1995 board of directors: E. Linn Draper, Jr. (em chairman, president, and CEO of American Electric Power Service Corp. (em and John L. Skolds, senior v.p. of generation at South Carolina Electric & Gas Co.

Jacek Makowski, chairman and CEO of J. Makowski Co. Inc., has been elected a trustee of Eastern Utilities Associates. He replaces John F.G. Eichorn, Jr. (em EUA president, chairman, and CEO.

Raymond E. Galvin, president of Chevron U.S.A. Production Co. and a v.p. of Chevron Corp., will serve as 1995-96 chairman of the Natural Gas Supply Association. Galvin has been acting NGSA chairman since December. t

As part of its reorganization, the Canadian Electrical Association has named four new v.p.'s: Francis Bradley, corporate resources management; Veikko Kammonen, customer services; Joanne LalumiŠre, electricity generation and trade; and Patrick McNeil, public affairs and environment.

The Southern Company has appointed David M. Ratcliffe to the newly created position or senior v.p. for external affairs. He will direct the company's public relations, corporate counsel, environmental policy, and federal government relations functions. He will also serve as Southern's corporate compliance officer.

Commissioner Andrew Rutnik of the Virgin Island Public Services Commission was appointed to the Committee on Energy Conservation of the National Association of Regulatory Utility Commissioners. t
