The board of directors of Yankee Energy System, Inc. has elected Ellen J. Quinn v.p., corporate and environmental planning, and Sarah K. Sanders treasurer for the company. Before joining Yankee Energy, Quinn worked as a scientist at Northeast Utilities, and at the Nuclear Regulatory Commission. Sanders also came from Northeast Utilities, where she worked as an analyst.

David H. Spencer, formerly partner-in-charge of the project finance practice at Weil, Gotshal & Manges, has joined the international law firm of Rogers & Wells as a partner in the project finance practice group. Spencer will be based in the firm's New York office.

The Telecommunications Industry Association has appointed Thanos Kipreos director of technical and regulatory affairs. Prior to joining TIA, Kipreos worked at COMSAT for 11 years.

William (Bill) Cavanaugh III, president and COO at Carolina Power & Light, has been elected chairman of the Atlanta Center Governing Board of the World Association of Nuclear Operators. He succeeds G.L. (Lin) Titus, president and CEO of New Brunswick Power.

The board of directors of TNP Enterprises, Inc. has elected Kevern R. Joyce chairman. Joyce, who remains president and CEO, replaces Robert D. Woofter, who resigned after 18 years as chairman.

Michael J. Chesser has been promoted to senior vice president of Atlantic Energy, Inc. Chesser also assumes the position of president at Atlantic Electric, the company's utility subsidiary.

Madison Gas and Electric Co. has promoted Robert E. Domek to executive v.p. Also, Gary J. Wolter becomes senior v.p., administration and secretary, and Mark C. Williamson, senior v.p. of energy services.

CMS Energy Corp. has elected James W. Cook senior v.p. of technology and development. Rodney E. Boulanger will succeed Cook as president and CEO of the company's independent power unit, CMS Generation Co.

Dr. Stephen C. Peck, currently director of the environmental and health sciences unit at the Electric Power Research Institute, has been promoted to v.p., environment group. Henry A. "Hank" Courtright, formerly director of EPRI's customer systems group, has been made v.p. of client and external relations.

Following its first annual meeting, the Arizona Utility Investors Association has elected officers for 1995-96: Christopher Hamel, chair; Keith D. Sprinkle, vice chair; and Lawrence M. Hecker, secretary/

treasurer. AUIA represents the common interests of 6,000 individual and business investors who own stocks and bonds in utility companies that operate in Arizona. The association's goal is to maximize their influence on public policies and governmental actions that may impact utility investments.

Consolidated Natural Gas Co. has named Bruce McKay manager of federal affairs at its Washington, DC, office. Before joining the company, McKay was legislative director for Rep. Earl Pomeroy (D-ND). Other appointments include: Charles G.

Ely II, manager of environmental market development, and F. Timothy Tunis, regional audit manager.

Shareholders of The Columbia Gas System, Inc. reelected five outside directors to three-year terms: Richard F. Albosta, consultant and former chairman, president, and CEO of Enserch Environmental Corp.; Malcolm Jozoff, chairman and CEO of Lenox Inc.; George P. MacNichol III, retired officer and director of Libbey-Owens-Ford Co.; Gerald E. Mayo, chairman, president, and CEO of Midland Financial Services; and Douglas E. Olesen, president and CEO of Battelle Memorial Institute.

David L. O'Connor has joined the Massachusetts Division of Energy Resources as commissioner. O'Connor has worked in Massachusetts state government for 10 years, most recently as special assistant to the secretary for administration and finance and as executive director of the state's Office of Dispute Resolution. t
