Salt River Project has appointed Capitol Hill veteran Renee Eastman manager of federal affairs. Eastman previously served four years as a representative for Sun Company, the nation's largest independent oil refiner and marketer.

Peter M. Schwolsky, former executive v.p. at New Jersey Resources Corp., has joined Columbia Gas System as senior v.p. He will become chief legal officer of the corporation later this year.

Wisconsin Gas has created a new division, FieldTech, to market its expertise to utilities and municipalities in the United States and Canada. FieldTech will headed by Gregory Gozdowiak. Roger Mullenhour will serve as director of marketing.

Ronald E. Spears has joined Citizens Utilities as v.p. of telecommunications, responsible for managing and developing all markets in the company's telecommunications sector. Spears comes to Citizens from Russell Reynolds Associates in Chicago, where he served as managing director.

Robert M. Sable, Jr. has been promoted to treasurer at Consolidated Natural Gas Co., replacing David J. Dzuricky, who has joined Piedmont Natural Gas Co. as senior v.p. of finance.

Charles H. Peterson has joined the Washington, DC, office of Morgan, Lewis & Bockius as of counsel in the Energy Practice Group.

CMS Generation Co., the independent power production unit of CMS Energy Corp., has created three new positions: Carlos A. Principi will serve as g.m., Latin American operations; David W. Weaver, v.p., Asia; and Naren K. Bhatia, v.p., engineering and construction.

Joan H. Smith has been confirmed to a four-year term as chair of the Oregon Public Utility Commission.

Elbert C. Simpson, v.p. of nuclear support at Arizona Public Service Co., has been elected senior v.p. of nuclear engineering for Public Service Electric and Gas Co. He will report to Leon R. Eliason, PSE&G's chief nuclear officer and president of the nuclear business unit.

G.J. (Jack) Tankersley, retired chairman and CEO of Consolidated Natural Gas Co. died June 11 at 74. Tankersley spent 38 years in the gas industry, 21 of them at CNG.

The Coastal Corp. has elected Ronald A. Brownlee v.p. of employee relations. Ronald A. Sanders will serve as assistant v.p. of international and industrial relations for Coastal's management subsidiary, Coastal States Management Corp.
