United Water has named Robert A. Gerber, Jr. v.p. of corporate law for United Water Management & Services, a subsidiary.

AstroPower, Inc., a semi-conductor company specializing in photovoltaic energy conversion and optoelectric technology, has appointed Dr. George W. Roland v.p. and g.m. of its solar power business.

Eldon A. Cotton, assistant g.m.-power for the Los Angeles Department of Water and Power, was named president of the American Public Power Association. Cotton will serve a one-year term.

NorAm Energy Corp., the third largest natural gas distributor in the United States, has promoted Bill Kelly to senior v.p. of strategic planning and development. Kelly was formerly senior v.p. and treasurer. Randy Burkhalter, formerly manager of investor relations for Panhandle Eastern, will direct investor relations.

Dr. Bill B. May, a founder and for 22 years chairman and CEO of ARGOSystems (a electronic warfare technologies firm sold to The Boeing Co. in 1987), has been appointed to the board of directors of First Pacific Networks. M. Peter Thomas, a member of the board of directors and former president and CEO of Ericsson North America has been appointed president and CEO.

The Western Regional Transmission Association, the nation's first regional transmission group, has named Steve Walton, currently manager of transmission pricing at PacifiCorp, president of its board of directors.

Arend Sandbulte (em president and CEO of Minnesota Power (em will be succeeded in May 1996 by current president Edwin L. Russell.

California Energy Co., Inc. has expanded its board of directors to include two new members: Bernard W. Reznicek, dean of the Creighton University College of Business Administration and former chairman, president, and CEO of Boston Edison Co.; and John R. Shiner, an attorney with the firm Morrison and Foerster.

Consolidated Edison Co. of New York has promoted Richard D. Mulieri to director of public information. Joan P. Burger joins the company as manager of public information.

James J. Mayer, former v.p. and general counsel of the Cincinnati Gas & Electric Co., has joined the Cincinnati law firm of Taft, Stettinius & Hollister as of counsel.

Charles B. Curtis, under secretary of energy, has replaced Bill White as deputy secretary of energy. White resigned to return to the private sector in Texas.

Indeck Energy Services, Inc., a power marketer, has promoted Robert Sharra to v.p. of business development for Latin America.

Essex County Gas Co. has promoted William T. Beaton, a 14-year veteran, to v.p. of human resources and customer services.

Westmoreland Energy, Inc. of Charlottesville, VA, has promoted David A. Stoner to v.p. of development.

Bil Tucker, eight-year Wyoming commissioner and former chairman of the PSC, has been appointed a member of the advisory council to the board of directors of the Electric Power Research Institute.

UtiliCorp United has appointed Harvey J. Padewer managing v.p. of power services. He will be responsible for the company's electric supply businesses, including generation and transmission assets in Missouri, Kansas, and Colorado as well as the nonregulated generating assets of the UtilCo Group subsidiary. Padewer was formerly president of the turbine power division of Asea Brown Boveri.

George V. McGowan, retired chairman and CEO of Baltimore Gas & Electric Co. has received the 1995 United States Energy Award.

James Egler, president of Equitrans, a division of Equitable Resources, will also serve as president of Kentucky West Virginia Gas Co. and Nora Transmission Co.

K N Energy will offer combined gas and electric products and services through its subsidiary, K N Marketing Inc. Philip D. Shaffer will lead the new effort as v.p.

Consolidated Natural Gas has named Bruce A. Evans to the new post of director of energy risk management in the Houston office of CNG Energy Services Corp., its energy marketing subsidiary. Gary M. Short joins the subsidiary as manager of business development-gas processing. t
