Dan W. Reicher was named acting assistant secretary for policy at the U.S. Department of Energy. Reicher has served as deputy chief of staff and counselor to Secretary of Energy Hazel R. O'Leary since 1993 and was a member of the Clinton-Gore transition team. Reicher replaces Jack Riggs, who left to take a senior position at the Aspen Institute.PECO Energy Co. selected William H. Smith III as v.p. and group executive of its new Telecommunications Group. Stepping into his seat as nuclear support v.p. is Drew Fetters.

James H. Miller was appointed production v.p. for the U.S. Enrichment Corp. He will oversee two gaseous diffusion plants in Kentucky and Ohio.

Trudy Utter has been promoted to v.p. and g.m. of Tenaska Power Services, a marketing affiliate of Tenaska, Inc. She was previously g.m. of business development for Tenaska's independent power development efforts.

William J. Cahill, Jr., New York Power Authority's chief nuclear officer, was elected a life fellow of the American Society of Mechanical Engineers. Cahill has been a senior officer at Con Edison, Gulf States Utilities, and Texas Utilities; played a role in the construction and operation of a half-dozen nuclear power plants; and has three patents, including a design for a double-walled reactor.

NorAm Energy Corp. has hired Harold E. Bourlon as marketing and system management v.p. to work with newly promoted Sharon Eady, marketing services v.p.

Alfred C. Koeppe, a former president and CEO of Bell Atlantic, was named senior v.p. of external affairs for Public Service Electric and Gas Co.

Brian E. O'Neill, president and CEO of Williams Interstate Natural Gas Systems, was elected to the Gas Institute's board of directors.

Bay State Gas Co.'s board elected Joel L. Singer executive v.p. and COO, also naming him to the board. Singer joins Bay State from Arthur D. Little, Inc.

Charles W. Whitney was appointed president of Southern Electric International-Europe, a new Southern Electric International subsidiary. He will serve as chief business development officer in Europe. South Western Electricity plc, a related firm, appointed Gale E. Klappa president and CEO. Also appointed: C.B. "Mike" Harreld, finance director; Alan W. Harrelson, operations director; and C. Philip Saunders, commercial marketing director. These three also join the board of directors.

National Fuel Gas Co. elected William J. Hill, newly retired president of National Fuel Gas Distribution, to its board of directors.

Stephen C. Hurley, an oil industry executive, was appointed senior v.p. and COO by Chieftain International, Inc. He succeeds Gerald W. Youell, who plans to retire at year end.

Westmoreland Energy, Inc. promoted Michael D. McCoy to development director. He joined the company as project development manager.

The Oregon Public Utility Commission has appointed a new chairman, Roger Hamilton, and a new executive director, Rick Willis. Hamilton is a former commissioner; Willis served as interim executive director.

Glen Russell has joined Chauvco Resources, Ltd. as president and COO, replacing Gus Van Hee, who left the company. Russell was senior v.p. and COO of Gulf Canada Resources, Ltd.

Claire K. Fulenwider was named president of Heartland Energy Group, a recently formed Heartland Development Corp. subsidiary.

South Jersey Gas Co. announced 10 duty changes: James H. Hirst, regional manager, northern operations; Lawrence P. Lhulier, regional manager, eastern division operations; John R. Houck, regional manager, central division operations; William H. Smith, manager, distribution operations; Kenneth G. Carmen, distribution system supervisor; Samuel M. Bennett, operating supervisor, Waterford Satellite Office; George V. Stevenson, field service supervisor, Waterford Satellite Office; Gary A. Mazzone, field service supervisor, Glassboro Division; Gary P. Dean manager, compliance, training, and operating services; and Wallace Corsey, senior supervisor, allocation and communication. t
