Texas-New Mexico Power Co. promoted Robert E. Castillo to vice president and regional customer officer for its Mountain Region. Castillo, formerly assistant vice president-New Mexico, replaces Allan Davis, who retired after 34 years with TNMP.

William W. Schivley was named president of Select Energy, Northeast Utilities System's marketing affiliate. He formerly was executive vice president and COO of CMS Energy Co.'s Marketing Services and Trading Co.

California ISO appointed Zora Lazic its new vice president of client services. Lazic previously was the associate general counsel at Powerex, a subsidiary of the British Columbia Hydro and Power Authority.

Harold "Hal" N. Kvisle was named senior vice president and president of energy operations at TransCanada Pipelines Ltd. Kvisle joins TransCanada from Fletcher Challenge Energy Canada, where he was president.

Utilicorp United appointed Dwayne L. Hart senior vice president and chief financial officer. Hart previously was vice president and controller of Enron Capital & Trade Resources Corp.

Columbia Propane Corp. named Martin A. Woods vice president of supply and Ronald R. Rominiecki CFO. Woods previously was vice president of supply and distribution at National Propane Partners L.P. and Rominiecki was NPP's president and COO.

Avista Corp. appointed Don Kopczynski president and general manager and Kim Pearman-Gillman vice president of business development for Avista Fiber. Kopczynski previously was director of generation and resources at Avista Utilities and Pearman-Gillman was senior vice president of Avista Development.

MCN Energy Group Inc. named Stephen E. Ewing president and COO of MCN Energy Group, Anne Cooke president and chief executive officer of MCN Energy Marketing, Steve Kurmas president and CEO of MCN Midstream & Supply, and Joseph Roberts president and CEO of MCN Power and MCN Energy Holdings. Lee Dow was named executive vice president and CFO of MCN Energy Group.

The Electric Power Supply Association named Mark Bennett senior manager of policy. Previously, Bennett was staff attorney for the Conservation Law Foundation.

David G. Mengebier was elected to the new position of vice president of governmental and international affairs at CMS Energy Corp. Mengebier previously was executive director of federal governmental affairs.

ComEd named Carl J. Croskey, formerly the president of Michigan Consolidated Enterprises, senior vice president and president of distribution. Paul D. McCoy, ComEd's former senior vice president of transmission and distribution operations, was named senior vice president and president of transmission.

John Groth was named senior vice president of nuclear operations and chief nuclear officer of Consolidated Edison Co. of New York Inc., replacing Neil S. "Buzz" Carns, who retired. Groth previously was vice president of nuclear generation at South Texas Project Nuclear Operating Co.

American Electric Power Energy Services appointed David A. Banks vice president of business systems and operations. Banks had been vice president of business systems at Duke Energy Trading and Marketing.
