COMED appointed S. Gary Snodgrass as vice president of human resources for ComEd and its parent company, Unicom Corp.

The board of directors of Bay State Gas Co. elected Debra P. Cornish vice president of culture development. Previously, Cornish held positions as manager, compensation and employee relations, cost analyst and external reporting analyst.

MCN Investment Corp. promoted Joseph L. Roberts Jr. to president from vice president of MCNIC Pipeline & Processing Co. Roberts was also elected to the MCNIC board of directors. He remains vice president of MCNIC Power Co.

The New Jersey Utilities Association elected new officers. Colleen A. McCloskey, president for public policy at Bell Atlantic New Jersey, is now president of the association. Victor Fortkiewicz and Walter Braswell were elected first and second vice presidents, respectively. Fortkiewicz is a vice president at Elizabethtown Gas Co. and Braswell is vice president, general counsel and secretary at Elizabethtown Water.

The board of directors for Enron Oil and Gas Co. elected Mark G. Papa president and COO. Papa, president of North American operations, also will manage the company's international operations. Edmund P. Segner was elected to a newly created position of vice chair and chief of staff.

John Howe resigned as chairman of the Massachusetts Department of Public Utilities. David O'Connor, state commissioner of energy, and David A. Tibbetts, state economic development director, are vying for the now-vacant position. Howe has served as DPU chair for two years.

New York Public Service Commissioner Eugene Zeltman was appointed president and COO of the New York Power Authority.

Gov. George W. Bush named Patricia Curran to the Texas PUC. She must still win confirmation from legislators. Curran has been a private lawyer since 1986.

Vann E. Prater, director of electricity affairs and procurement for Amoco, and Sonny A. Popowsky, consumer advocate for Pennsylvania and president of the National Association of State Utility Consumer Advocates, were named to the North American Electric Reliability Council board of trustees as customer representatives.

Michael T. Tomaino was named senior vice president and general counsel of Rochester Gas and Electric Corp. Most recently, Tomaino served as vice president, general counsel and secretary of Goulds Pumps Inc.

Edric R. Mason Jr., former manager and assistant treasurer of the treasury department at Delmarva Power and Light Co., was chosen as the new director of investor relations for SEMCO Energy.

CalEnergy Company Inc. promoted Patrick J. Goodman to vice president and controller and Brian K. Hankel to vice president and treasurer.

The Nuclear Regulatory Commission appointed Robert E. Uhrig to its independent Advisory Committee on Reactor Safeguards. Uhrig holds a joint appointment as distinguished professor of engineering at the University of Tennessee.
