THE BOARD OF DIRECTORS of Virginia Power elected James A. White to the position of senior vice president, human resources. White previously served as senior vice president, human resources for the investment management group of Cigna Corp. He will replace Tom O'Neil, who retires after a 33-year career with the company.

Sen. Frank Murkowski (R-Alaska) announced the appointment of Tina Kreisher as communications director of the Senate Committee on Energy and Natural Resources. Kreisher previously served as deputy director of the Washington d.c. office of Gov. Christine Todd Whitman (R-N.J.).

Leslie James was named executive director of the Colorado River Energy Distributors Association. James has worked as executive manager of the Salt River Project's wholesale markets and contracts since 1991.

Craig A. Keller was promoted from general accounting manager to controller of Montana-Dakota Utilities Co. Keller will succeed Reinard Uhlich, who is retiring.

E. Allen Mosher will join the American Public Power Association staff as director of policy analysis. Mosher will leave his current position of regulatory policy analyst at the Federal Energy Regulatory Commission. Mosher will manager FERC matters for the association and serve on the North American Electric Reliability Council Operating Committee.

CMS Generation Co. promoted Thomas W. Elward to senior vice president of operations and asset management. Elward is responsible for managing CMS's 34 operating power plants in eight countries.

Thomas Beard, a former member of the Florida Public Service Commission, has been appointed to a national task force established to study issues involved in providing universal telephone service to rural areas. The 17-member Rural Task Force is an outgrowth of the Federal-State Joint Board on Universal Service, which the Federal Communications Commission appoints.

The DTE Energy Board of Directors implemented a new organizational structure for DTE Energy and its operating units. The new structure, called Office of the President, will incorporate a three-person team: Anthony F. Earley Jr., who continues as DTE Energy and Detroit Edison president and COO; Robert J. Buckler, now president and COO of DTE Energy Distribution; and Gerard M. Anderson, now president and COO of DTE Energy Resources.

Millennium Fuel Services named W. Jeffrey Hart president and CEO. Most recently, Hart served as president of MAPCO Petroleum Inc.

John Bryson, chairman and CEO of Edison International and Southern California Edison Co., was elected chairman of the Edison Electric Institute.

Steven R. Sullivan joined Ameren Corp. as vice president and general counsel. Sullivan replaces William E. Jaudes, who retired. Sullivan previously served as was associate general counsel of litigation at Anheuser-Busch Companies Inc.
