Darwin Subart was named assistant vice president, business development, of Williston Basin Interstate Pipeline Co., a subsidiary of MDU Resources Group Inc. Subart has served as the company's business development director since 1994.

Curt L. Meyer joined Peregrine Communications, a fiber-optic network provider, as a regional account manager. Most recently Meyer worked for Strom Engineering.

CMS Energy Corp. elected Kenneth L. Way to its board of directors. Way is chairman and CEO of Lear Corp. Way's election brings membership of the board to 11 directors.

Robert P. Powers was named senior vice president of nuclear generation for American Electric Power. Previously, Powers was vice president and plant manager of the Diablo Canyon nuclear generating station for Pacific Gas & Electric Co. Powers replaces Eugene E. Fitzpatrick, who retired May 1.

The National Council on Competition and the Electric Industry announced the appointment of California Energy Commission Chairman William J. Keese to its steering committee. Keese will represent the National Association of State Energy Officers.

The Federal Energy Regulatory Commission announced the startup of three new offices. The offices are: Office of Strategy and Organizational Management, which will be run by Charles S. Whitmore, acting director; Office of Finance, Accounting and Operations, run by Thomas R. Herlihy, director; and FERC First! Project Office, run by Christie McGue, director and reengineering advisor to the chairman.

Energy New England LLC appointed Brian E. Forshaw as its vice president of energy operations. In his new position, Forshaw will be responsible for directing all power supply operations, operational planning, power supply and transmission contract negotiations, load forecasting and power supply modeling activities.

The Natural Gas Vehicle Coalition appointed Paul C. Kerkhoven as its director of government affairs. Kerkhoven was formerly director of environmental affairs with the American Highway Users Alliance.

Terry D. McCallister was named vice president of operations at Southern Natural Gas Co. Before joining Southern, McCallister worked for ARCO Pipe Line Co., where he served as vice president.

George M. Knapp, a partner at the law firm of Coudert Brothers, was elected to a one-year term as chairman of the Natural Resources, Energy and Environmental Law section of the American Bar Association.

Houston Industries Trading and Transportation Group announced the appointment of Jackie R. Thomas as vice president of power trading for NorAm Energy Services Inc., the company's wholesale energy marketing division. Thomas joined the company in 1995, serving as director of power trading.
