New technologies cloud the future for the traditional electric utility, but offer hope to the gas industry in boosting residential demand.

Investors apparently were paying attention in January when a Web-based analyst predicted Plug Power's stocks could gain 10,000 percent or more by 2010. Before month's end, the fuel cell manufacturer, which doesn't expect to turn a profit before 2004, saw a ninefold increase from the $16 closing day share price at its October initial public offering. That month Avista Corp.

How 165 lawyers were mostly on the wrong side in the biggest electric merger to date.

With Warren Buffet buying up MidAmerican Energy as his own personal utility, and Bill Gates taking a stake in Avista, the standard electric merger starts to look tame.

For that and other reasons, I believe it's all but certain that the Federal Energy Regulatory Commission will soon OK the electric industry's biggest-ever merger, combining American Electric Power Co. with Central and South West Corp.

The Electric Power Supply Association elected B. Kent Burton, senior vice president of policy and international government relations for Ogden Energy Group, its chair for 2000. Kenneth E. Randolph, senior vice president and general counsel for Dynegy Inc., was named EPSA's first vice chair, and Bill Mack, president and chief executive officer of Coastal Power Co., was named second vice chair.

EPSA also named Donn Salvosa manager of government affairs and Shannon Gordon manager of finance and administration.

Stephen W. Bergstrom was named president and chief operating officer of Dynegy Inc. Bergstrom formerly was president and COO of Dynegy Marketing and Trade and senior vice president of Dynegy Inc.

Texas-New Mexico Power Co. promoted Robert E. Castillo to vice president and regional customer officer for its Mountain Region. Castillo, formerly assistant vice president-New Mexico, replaces Allan Davis, who retired after 34 years with TNMP.

William W. Schivley was named president of Select Energy, Northeast Utilities System's marketing affiliate.

No, but you're doing more in fewer hours.

While utilities continue to pare staff to skeletal levels, the latest labor statistics indicate that employees, though increasingly more productive, are working fewer hours per week.

A comparison of the U.S. Bureau of Labor Statistics' December 1997 and preliminary December 1998 statistics indicate that while staff levels continued to decline at electric, gas and sanitary utilities, employees who remain are working 2 percent fewer hours per week.

State PUCs

Distributed Generation. California opened a rulemaking proceeding to consider regulatory reforms in electricity distribution service, with a possible focus on distributed generation. The commission emphasized that its intent was not to define new policies, but to gather information. Comments are due March 17, and the commission intends to consider a proposal from the assigned commissioner this summer. Rulemaking 98-12-015, Dec. 17, 1998 (Calif. P.U.C.).

Gas Transportation Rates.

DTE Energy Technologies named G. Paul Horst company president. Horst was founder and first chief executive officer of Nematron Corp. He pioneered the use of industrial computers to provide operator-to-machine interfaces similar to ATM machines. Since 1995, Horst has served as a director of Interface Systems and a consultant to DTE Energy.

Randy Hardy, former CEO and administrator of Bonneville Power Administration, has formed the Hardy Energy Consulting firm. Hardy will work with the Washington, D.C.

Federal Agencies

NOX EMISSIONS. Generating heavy criticism from industry, on September 24 the Environmental Protection Agency released its long-awaited final rules on nitrogen oxide emissions, outlining a plan to reduce NOx by 28 percent by year 2007 in some 22 states and the District of Columbia, with state implementation plans due by September 1999 and controls in place by 2003, to be carried out through a "cap and trade" program to buy and sell NOx emissions credits.

UTC, The Telecommunications Association, appointed William R. Moroney its executive director. He replaces Mike Meehan, UTC's executive director since 1988. Moroney previously served as president and CEO of the Multimedia Telecommunications Association.

LG&E Energy Corp. named Frederick James Newton III senior vice president of human resources and administration. Previously, Newton was senior vice president of human resources for Woolworth Corp.'s Champs Sports Division.

Commissioner Heather F. Hunt has resigned from the Maine Public Utilities Commission.
