Unfortunately, a few questions later, we discovered that he did not live in our service area, his bill was higher than he thought, and he wasn't particularly pleased after all.

Electric utilities nationwide are attempting to retreat from commitments to energy efficiency (em a retreat that will benefit few customers, while damaging many. This retreat is driven by fear of retail wheeling (em that consumers will be able to shop for the lowest prices among competing entities. In turn, the threat of retail wheeling has spurred utilities to a frantic scramble to cut costs and trim rates.

AstroPower, Inc., a semi-conductor company specializing in photovoltaic energy conversion and optoelectric technology, has appointed Dr. George W. Roland v.p. and g.m. of its solar power business.

Eldon A. Cotton, assistant g.m.-power for the Los Angeles Department of Water and Power, was named president of the American Public Power Association.

Thomas L. Fisher, president of NICOR Inc., will become CEO at the company's annual meeting on May 3. He also is expected to become chairman in December, succeeding Richard G. Cline. Fisher, 50, joined NICOR's principal subsidiary, Northern Illinois Gas Co., in 1967, became president and CEO in 1988, and has served in a number of executive positions.

PECO Energy Co. president Corbin A. McNeill, Jr. will assume the additional position of CEO at the company's April 12 annual meeting. Joseph F.

Competition

Power-supply costs and nonproduction operation and maintenance (O&M) costs differ markedly, both between regions and between utilities within regions. In an open market, only companies with a competitive cost structure will be able to compete effectively.

High costs reflect high embedded costs; above-market, long-term coal-supply and power-purchase contracts; and relatively high nonproduction O&M expenses.
