FERC Sets Merger Hearings

The Federal Energy Regulatory Commission (FERC) has set for hearing the proposed merger of Public Service Co. of Colorado (PSCC) with Southwestern Public Service Co. (SPS), directing that an initial decision be issued by January 31, 1997 (Docket No. EC96-2-000).

The bill has evoked strong reactions from industry players as well as intense lobbying efforts on the part of promoters and detractors. Everyone, it seems, wants to put in their two cents as the bill makes its way across Capitol Hill.

Calif. Power Authority Rejects Exit Fee

The Eastside Power Authority (em composed of four California irrigation districts, one municipal utility, and two water districts (em plans to leave Southern California Edison's (SCE's) electric distribution system and serve its own members' water-pumping load. Eastside says it will build its own electric distribution system adjacent to SCE's, and interconnect with the system owned by Pacific Gas & Electric Co.

Lisa S. Beal was hired by the Interstate Natural Gas Association of America as environmental affairs director. She comes from the Hazardous Waste Management Association, where she was transportation/safety manager.

Commissioner Stan Wise was elected second v.p. of the Southeastern Association of Regulatory Utility Commissioners. Wise is vice chair of the Georgia Public Service Commission.

The City of Anaheim Public Utilities hired Dale Tarkington away from Arizona Public Service Co.

Nader Group's Restructuring Plan Puts Consumers First

The belief that competition will take over for regulation is a "fairy tale approach" to

electric industry restructuring.

That's what Matthew Freedman, energy policy analyst, announced at a Public Citizen briefing on the advocacy group's Power for the People, a "public interest blueprint" for the new electric market.

"Competition in the electric power industry could either usher in a new era of cleaner, more affordable energy services or prove to be the biggest customer shakedown of our time," the report reads.

States Prepare for Federal Telecom Mandates

To accommodate requirements imposed by the Telecommunications Act of 1996, the North Carolina Utilities Commission (NCUC) has issued a set of procedural requirements governing requests for interconnection services. According to the NCUC, the federal timeline for compulsory arbitration of differences arising during the course of interconnection negotiations could leave as little as 85 days to render a decision in each case.

The search for cheaper electricity is in full swing, from the East Coast to the West.

Orange and Rockland Utilities, Inc. of Pearl River, NY, proposes that 1,500 residential customers, along with industrial and commercial businesses, be allowed to pick their electric power supplier. The proposal, called "PowerPick," has been endorsed by New York Public Service Commission staff, the Industrial Energy Users Association, and the state Consumer Protection Board.
