William O. Ball moved to the role of senior vice president of transmission planning and operations for Southern Co. He had been Southern's vice president of transmission planning, policy, and support services since March of 2002.

The Southwest Power Pool (SPP) board of directors chose Nicholas A. Brown as the organization's president and CEO. Brown has been with SPP for 18 years, most recently as senior vice president and corporate secretary.

People

John L. Carter was elected to Tucson Electric Power Co.'s board of directors. He replaces J. Burgess Winter, who resigned. Carter recently retired as executive v.p. and CFO of Burr-Brown Corp.

Madison Gas and Electric Co. promoted Terry A. Hanson to v.p. and treasurer. Hanson, who joined the company in 1981, had been treasurer.

Connecticut Natural Gas Corp. promoted two executives and hired a third.

Change was the operative word this year in New Orleans at the annual gathering the National Association of Regulatory Utility Commissioners. Bob Anderson, Montana commissioner and outgoing president of NARUC, cited global competitiveness, technology and a political swing toward state's rights in his opening address. "State commissions have to respond to these powerful forces," he warned.
